Job Description

Overview
We are seeking an experienced Deputy Program Manager to lead an integrated Human Capital program supporting a federal intelligence agency. This position serves as the primary point of contact for the customer and is responsible for program operations, staffing, contract performance, quality assurance, and day-to-day execution.

The Deputy Program Manager will oversee geographically dispersed Human Resources operations in the Washington, DC metropolitan area, St. Louis, Missouri, and other locations identified by the customer. The ideal candidate is a strategic, hands-on leader with extensive federal human capital experience, strong business acumen, and a proven ability to manage complex programs and customer relationships.

The Deputy Program Manager must be physically present on-site each business day during normal operating hours and remain readily available to government personnel for coordination, oversight, and issue resolution.

Location: Springfield, VA

This position is being recruited in support of potential future contract awards, and qualified candidates may be considered for upcoming opportunities supporting federal government clients. Work expected to start early 2027.

Responsibilities
Serve as the primary point of contact for government customers, company leadership, subcontractors, and teaming partners
Lead all aspects of program management and operations, including technical, financial, contractual, staffing, and task-order response requirements
Manage an integrated Human Capital program supporting locations in the Washington, DC metropolitan area, St. Louis, Missouri, and other customer-designated locations
Ensure management processes and business systems support all contractual performance requirements
Provide oversight and performance monitoring for subcontractors and teaming partners
Lead the recruitment and resourcing of personnel needed to meet staffing requirements and respond to emerging tasking
Oversee daily program execution and internal quality-control activities
Ensure strict compliance with Performance Requirements Summary and Quality Assurance Surveillance Plan standards
Maintain regular communication with senior company leaders, government stakeholders, and executives
Provide strategic guidance and recommendations to senior government leadership
Assess complex operational challenges and implement timely, effective solutions
Manage competing priorities and make sound decisions in a high-pressure environment
Balance technical, financial, operational, and contractual requirements
Lead organizational-change initiatives and support the adoption of new processes and best practices
Introduce relevant industry standards and best practices to improve contract administration, program management, and service delivery
Develop and present executive-level briefings, reports, performance metrics, and program updates
Identify opportunities to improve efficiency through federal Human Resources Information System data and analytics
Support the integration and responsible use of artificial intelligence tools within program operations, as appropriate
Build and maintain strong strategic partnerships with government stakeholders

Qualifications
Bachelor’s degree in Human Resources, Business Administration, Public Administration, Management, or a related discipline
Active TS/SCI clearance with a current polygraph
Minimum of 10 years of Human Resources experience
At least five years of experience as a Program Manager leading a program comparable in size and scope to this requirement
At least three years of experience managing geographically dispersed Human Resources operations
At least two years of experience leading complex federal contract transitions
Demonstrated experience managing cross-functional teams across multiple geographic locations
Proven success overseeing contractor performance and quality assurance across diverse Human Resources functional areas
Experience leading organizational-change initiatives and driving the adoption of new processes
Strong business acumen with the ability to balance technical, financial, operational, and contractual priorities
Demonstrated ability to communicate effectively and build relationships with senior-level managers and executives
Experience providing strategic guidance and recommendations to senior government leaders
Proven ability to assess complex operational challenges quickly and implement solutions
Ability to manage competing priorities, exercise sound judgment, and make decisions under pressure
Experience developing and delivering executive-level briefings and reports
Demonstrated success building and maintaining strategic relationships with government stakeholders

Desired Qualifications
Two or more years of experience supporting the Intelligence Community
Experience implementing process improvements using federal Human Resources Information System data and analytics
Artificial intelligence training or experience applying AI tools to program operations
Project Management Professional certification
