Position Overview

QinetiQ US is seeking a Senior Human Resource Specialist to a support a rapid prototypying office supporting the Office of the Secretary of War (OSW). The highly motivated candidate will provide leadership and guidance through knowledge, experience, and their ability to effectively support the Chief of Staff with all Human Resource requirements. The candidate will help develop a hiring strategy for goernment personnel, staffing hiring packages, work with sensitive personnel issues and develop trackers and documentation tools to keep senior govenrment officals aprised of progress made againt all tasks.

The Senior Human Resource Specialist primary responsibilities are to guide and support the Chief of Staff with various Human Resource related tasks working directly and indirectly with Washington Headquarter Services (WHS). Developing metrics, tracking tools, and providing cradel to grave support for all administrative actions as required throughout the lifecycle of all govenrment employees.

Responsibilities

  • Provide direct support to the Chief of Staff on all hiring actions, both for both civil servants and Intragovernmental Personnel Act (IPA)
  • Develop a staffing strategy in support of a growing office to inlcude drafting packages and support documentation for new government billets
  • Work directly with Washington Headquarter Services on all hiring actions and be familar with civil servant hiring actions requirements
  • Develop SOPs and supporting douments for all hiring actions (Pernmanent, temporary, detailee, IPA etc.)
  • Work directly with all internal and external stakholders on personnel actions, hiring, firing, extensions etc.
  • Develop tracking tools to track all government personnel with associated POAM to ensure the timely completion of all HR actions
  • Provide routine administrative support for all current and future government employees
  • Develop HR policy, to include drafting and developing post-employment restriction protocols with applicable stakeholders
  • Manage various HR functions incuding recruitment, employee relations, benefit administration, and support to the origanizations workforce
  • Organize training goals and objectives for the government workforce
  • Develop and maintain employee files and ensure confidentiality of personal and sensitive information
  • Special projects as desired


Required Qualifications

  • TS/SCI-Eligible - Currently hold an active TS/SCI or have held an SCI and have been debriefed in the last 24 months; #qinetiqclearedjob
  • Bachelors degree in Human Resources, Administration or a similar field
  • Experience with WHS and the various different billet classes of government employees
  • Experience working in a TS/SCI/SAP environment
  • Minimum of 15 years of Human Resource experience preferrably in the government
  • Proficient in MS PowerPoint, excel and/or other equivalent program management tools.
  • Excellent communication skills, ability to work in a team environment, and be independently motivated.
  • Ability to work in a remote environment and communicate effectively


Preferred Qualifications

  • Previous experience with WHS
  • Previous government service experience
  • Familiar with Intergovernmental Personnel Act Mobile Program
  • Experience developing MS PPT briefing products and white papers
  • Good organizational skills with experience coordinating large meetings both in-person and virtual
  • Proactiveness with ability to identify and resolve problems or issues in a timely fashion
  • Master's degree
