Cost Estimator

Overview

The position requires at least 7-years of combined industry and government acquisition experience of which 3-years shall include duties/assignments specifically in support of DoW space acquisition programs. Education Required: Bachelor's degree relevant to their area of expertise limited to the following: Management, Business, Economics, Finance, Accounting, Mathematics, Science, Technology, Engineering, or Statistics.

Responsibilities

• The applicant will be responsible for developing and delivering cost estimates for defense acquisition related projects at the Air Force Research Labs (AFRL) at Kirtland AFB, NM.
• Applicant should have a thorough understanding of cost estimating, defense acquisition and the Planning, Programming, Budgeting and Execution System (PPBES).
• Applicant will be responsible for creating estimates using ACEIT, Excel, and other software tools.
• Applicant will be responsible for collecting, normalizing, and inputting data, cost modeling, performing research, reconciling data/information across multiple systems and reports, utilizing software in the development of analytical models, interpreting results to generate multiple recommended courses of action, building staffing packages, comprehending and applying concepts/guidance, effectively implementing instructions/policies into routine performance, and developing tools/applications to foster efficiency in day-to-day activities.
• The applicant may be required to work with higher DoW officials and communicate with prime contractor personnel.

  • The position requires a minimum of seven (7) years of Government experience in one of the following areas: Cost Estimating, Commitment/Obligation/Expenditure (C/O/E) Reconciliation, and Program Control experience to include Earned Value Management.
  • Possess at least three (3) years of relevant experience supporting DoW space programs or very closely related Government weapon system.
  • Cost estimating experience on Acquisition Category (ACAT)/ Major Defense Acquisition Program (MDAP) within the DoW highly desired.
  • Applicant should be proficient in the use of M/S office applications, i.e., M/S Project, Word, PowerPoint, and Excel.
  • Excellent verbal communication, written, and quantitative analytical skills are required.
  • Applicant must be proficient in performing government cost estimating activities such as cost/price analysis, WBS development, and risk analysis.
  • Familiarity of cost estimating principles/DoW acquisition policies; DoW project management process are desirable.
  • Additionally, a strong working knowledge of ACEIT is highly desirable.
  • Applicant must be able to work in a team environment.
  • U.S. citizenship and ability to obtain DoD Top Secret / Secret Compartmentalized Information (TS/SCI) Clearance required.

    Bachelor's degree required, preferably in math, engineering, business, or the sciences.
