Security Specialist

Duties

• Serve as the primary point of contact with the U.S. Army Corps of Engineers Electronic Security Systems Mandatory Center of Expertise (USACE ESS-MCX).
• Facilitate and participate in formal technical design reviews, system acceptance testing, and site commissioning.
• Direct day-to-day operations of the installation's Integrated Commercial Intrusion Detection System (ICIDS IV).
• Control and audit user access permissions and role-based privileges.
• Ensure all automated physical security systems align with local and military Information Assurance (IA) standards.
• Execute scheduled, unannounced, and after-hours security evaluations.
• Deliver specialized technical instruction on terminal operations and ICIDS IV interface protocols.

• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
• May require Temporary Duty travel (TDY) up to 5%.
• The incumbent is required to sign a DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical Under the Drug Abuse Testing Program) or a Memorandum of Understanding (MOU) for random drug testing.

Specialized Experience: One year of specialized experience which includes providing technical guidance on physical security systems (e.g., on Intrusion Detection Systems (IDS), automated Access Control Systems (ACS), and Closed-Circuit Television (CCTV), and electronic locking systems); configuring critical system administration parameters, including user accounts, alarm points, daily database backups, and network interface protocols; and conducting comprehensive physical security audits, unannounced spot-checks, and MEVA reviews (e.g., arms rooms, sensitive communications facilities, critical command posts). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Homeland Security, Criminal Justice, Security Administration, Cybersecurity, or public safety management.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
