Job Description

Duties

  • Directs programming, budgeting, budget execution, and accounting across complex systems (e.g., GFEBS, GCSS-A, SOMARDS, DTS, and FCM, AI).
  • Serves as the recognized authority and primary advisor to the Commanding General and staff on financial risks, resource allocation, and program milestone impacts.
  • Manages subordinate supervisors, establishes workload priorities, and directs human capital development, including serving as the Army Civilian Career Program Manager for Comptrollership.
  • Represents the Command at resource and allocation meetings with higher headquarters, aligning local strategies with Army, DoD, and HQ ATEC priorities.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

In order to qualify, you must meet the Specialized Experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: Have one year of specialized experience equivalent to at least the GS-13/NH-03 level in the Federal service which includes: 1.) Directing a large-scale financial management or resource program (exceeding tens of millions of dollars) encompassing multiple appropriations and complex fund execution, and; 2.) Overseeing automated enterprise resource systems (e.g., ERP systems like GFEBS or equivalent DoD financial systems, AI), and; 3.) Supervising professional staff, managing performance, and directing a comprehensive human capital program.

  • This position requires a 1 year Supervisory probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest.   • The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-04 is equal to the former GS-14 Step 01 through GS-15 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $197,200 including locality.
