Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 2 years by a current permanent Army employee. GS-09 Requirement:
Specialized Experience: One year of specialized experience which includes 1) reviewing award and personnel documents for completeness and compliance with basic requirements; 2) Supporting administrative procedures by assisting with policy updates and guiding staff on routine personnel actions; AND 3) Updating personnel files and system entries to ensure accurate records for awards, performance actions, and employee in/out-processing. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education:Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, public administration, or management.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-09 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
GS-11 Requirement:
Specialized Experience: One year of specialized experience which includes 1) analyzing personnel data to identify staffing patterns and competency gaps affecting workforce plans; 2) coordinating personnel actions by verifying documentation accuracy and assisting supervisors through recruitment and staffing processes; AND 3) administering employee programs by tracking performance requirements, monitoring mandatory training, and overseeing onboarding and departure tasks. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, public administration, or management.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Additional information
- Administrator for the command's Civilian Honorary Awards and Incentive Award Programs: Provide advice and guidance to supervisors on the various available awards and eligibility requirements.
- Administer DPMAP and DCIPS performance programs across HQ USEUCOM, track appraisal milestones, ensure rating structure accuracy, and inspect performance plans to maintain regulatory alignment.
- Prepare and review award packages and staff action memoranda for submission to the Chief of Staff, Commanding General (CG) and at times HQ US Army Europe and Africa (USAREUR-AF) for final approval and signature.
- Develop administrative operating policy, guidance and internal procedures to ensure proper implementation of new or changed requirements.
- Assist with coordination of administrative civilian personnel matters.
- As an administrator, utilize a variety of automated personnel systems (e.g., DCPDS, AutoNOA) to input, track, and manage personnel actions, awards, and appraisals.
