The Opportunity:
The Technical Configuration Manager is a senior-level position responsible for leading configuration management strategy, processes, and governance across complex, multi-program technical environments. This role requires extensive experience establishing and maintaining configuration baselines, leading Configuration Control Boards, and ensuring compliance with government and industry standards in fast-paced agile delivery environments. The ideal candidate will serve as a subject matter expert who can independently manage high-risk configuration decisions, mentor junior CM staff, and bridge the gap between technical engineering teams and program leadership. This position demands deep expertise in both traditional configuration management discipline and modern scaled agile frameworks, particularly in government contract settings requiring rigorous documentation and traceability standards
Responsibilities:
Configuration Management Leadership
• Establish and maintain CM policies, procedures, and Configuration Management Plans (CMPs) in compliance with government and industry standards (IEEE, ISO, MIL-STD-973, EIA-649)
• Define configuration identification schemes and naming conventions for Configuration Items (CIs)
• Manage functional, allocated, and product baselines throughout the system development lifecycle
• Ensure CM integration with SAFe/Agile methodologies in scaled environments
Configuration Control & Governance
• Lead Configuration Control Board (CCB) meetings and facilitate decision-making processes
• Review, analyze, and process Engineering Change Requests (ECRs), Engineering Change Orders (ECOs), and Configuration Item Document Recommendations (CIDRs)
• Conduct impact assessments for proposed baseline changes, evaluating technical, cost, and schedule implications
• Maintain configuration status accounting and provide reporting to program leadership
CI Management & Baseline Control
• Identify, select, and document CIs requiring formal control and develop Configuration Item Selection Packages for CCB approval
• Establish and maintain configuration baselines with proper version control across all CIs
• Coordinate CI audits, reviews, and verification activities
CMDB & Tools Administration
• Implement and maintain Configuration Management Database (CMDB) systems with accurate tracking of CIs, relationships, dependencies, and status
• Generate configuration status reports, metrics, and dashboards for stakeholders
• Maintain traceability between requirements, design, implementation, and test artifacts
Cross-Functional Collaboration
• Partner with Document Management, Systems Engineering, Software Development, Hardware Engineering, Test, and Quality Assurance teams
• Coordinate with Program Management on release planning, deployment activities, and government customer oversight reviews
Compliance & Audit Support
• Ensure CM practices meet contractual and regulatory requirements
• Prepare for and support configuration audits (FCA/PCA), maintaining audit trails and developing evidence packages
• Address findings and implement corrective actions from audit activities
Qualifications:
Required:
Education
• 5+ years in configuration management for complex technical systems with 3+ years managing configuration baselines and change control
• Experience with Configuration Control Boards, government contracts/compliance (DoD, NASA, FAA, or similar), and Agile/SAFe environments
Technical Skills
• Strong knowledge of CM standards and proficiency with CM tools (Jira, GitLab, ServiceNOW, Git)
• Experience with CMDB systems, version control, and systems engineering lifecycle
• Deep understanding of configuration identification, control, status accounting, and auditing
• Knowledge of SAFe, DevOps/CI-CD practices, and ITIL frameworks
Soft Skills
• Excellent communication, analytical, and problem-solving abilities
• Skilled at facilitating meetings and driving stakeh
