Duties

As an HR SPECIALIST (MILITARY) -Title 32, GS-0201-9, AGR Staffing Specialist you will perform in the following areas of responsibility:

- AGR Staffing Policies and Procedures: Implements AGR staffing program policy in accordance with State's strategic objectives. Advises on decisions based off of policy and regulation.

- AGR Position Vacancies: Manages standard WIARNG AGR enlisted and officer vacancies. Implements and administers all phases of AGR vacancies. Provides guidance to selecting officials on standard operating procedures to determine proper Service member selection. Maintains rapport with selecting officials to improve the effectiveness of the State's overall AGR staffing program.

- Reviewing Application Packets: Conducts screening and evaluation on all AGR enlisted and officer application packets. Verifies that all applicants meet DoW, NGB, and State regulation and policy standards to enter into the AGR program. Reviews all application documents in detail for discrepancies such as missing documents, signatures, and forgery. Continuously educates State officials and Administrative/Executive Officers on personnel qualifications and expectations to hire service members into the program.

- Selection Boards: Advises selecting officials on selection board conduct procedures and requirements. Reviews all board documents to ensure a fair, just board was completed per regulation and policy.

MILITARY REQUIREMENTS :

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.

Military Grades: E-4 through E-6

Conditions of Employment:
  • National Guard Membership is required.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
  • Ability to establish effective professional working relationships with coworkers and selecting officials, and Major Subordinate Commands, contributing to a cooperative working environment and successful accomplishment of the mission.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

Qualifications

GENERAL EXPERIENCE : Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE : To qualify for the GS-0201-09 level, you must have at least 12 months of specialized experience, education or training equivalent to at least the next lower grade level. Applicants must have experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled. Applicants must have a thorough knowledge and understanding of administrative procedures and practices of management. Experience developing administrative procedures.
