Job Description

Position Overview
The Senior RPO (Recruitment Process Outsourcing) Delivery Manager is a client-facing leadership role responsible for the end-to-end delivery of recruiting services in support of government contracting (GovCon) programs. This role oversees recruiting operations, drives performance against hiring objectives, and ensures alignment with contractual requirements, compliance standards, and client expectations.

This individual will also play a critical role in designing, implementing, standardizing, and continuously improving recruiting processes, workflows, and delivery models to enhance efficiency, scalability, and overall program performance.

The ideal candidate brings deep GovCon recruiting expertise, understands cleared hiring environments, and has a proven ability to lead teams in fast-paced, high-volume, and mission-critical environments. Key Responsibilities
  • Serve as the primary interface with client leadership and stakeholders
  • Lead client meetings, status reviews, and performance briefings
  • Oversee full-cycle recruiting operations and team performance
  • Ensure compliance with federal contracting requirements
  • Monitor KPIs including time-to-fill, fill rates, and pipeline health
  • Lead and develop recruiting teams
Process Implementation & Optimization
  • Design, implement, and standardize end-to-end recruiting workflows across programs
  • Evaluate and continuously improve recruiting processes to drive efficiency, scalability, and quality of hire
  • Identify operational gaps and implement solutions to reduce cycle times and improve delivery outcomes
  • Establish and enforce SOPs, intake processes, and service delivery frameworks
  • Drive adoption and optimization of ATS/CRM systems (e.g., Lever, Bullhorn) to ensure data integrity, reporting accuracy, and streamlined operations
  • Partner with client stakeholders to align on process expectations, workflows, and continuous improvement initiatives
  • Implement scalable solutions to support surge hiring, contract transitions, and fluctuating demand
Operational Excellence & Continuous Improvement
  • Analyze recruiting metrics and performance data to identify trends, risks, and opportunities for improvement
  • Develop and implement data-driven strategies to improve recruiting performance and client satisfaction
  • Lead process improvement initiatives, including automation, workflow enhancements, and reporting standardization
  • Ensure consistent execution of best practices across recruiting teams and programs
  • Drive a culture of accountability, continuous improvement, and operational excellence
Required Qualifications
  • Bachelor's degree or equivalent experience
  • 8-12+ years of recruiting experience with a GovCon focus
  • Experience supporting cleared recruiting environments (TS/SCI, CI Poly, etc.)
  • Demonstrated experience implementing and improving recruiting processes and delivery models
  • Strong knowledge of federal compliance, labor categories, and contract requirements
  • Experience managing client relationships, SLAs, and performance metrics
  • Proficiency with ATS/CRM systems (Lever, Bullhorn, or similar)
  • Proven ability to lead teams through process change, optimization, and scaling efforts
Preferred Qualifications
  • Experience supporting DoD, IC, or Federal Civilian agencies
  • Experience supporting contract transitions and surge hiring environments
  • Experience building or transforming RPO delivery models or recruiting functions
  • PMP, Lean Six Sigma, SHRM, or related certifications
