Basic Requirement for Procurement Analyst: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) Participating in strategic initiatives and planning events to set the goals and objectives of the contracting organization 2) Analyzing reports of functional and procedural analyses to improve the effective use of automated systems and applicable contracting and acquisition-related policies 3) Overseeing the implementation of new and innovative contracting programs that will ensure responsiveness to the requirements of Army, Air Force, state and local government programs AND 4) Interpreting overall policy and regulations governing the worldwide contracting activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
You will be evaluated on the basis of your level of competency in the following areas:

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Additional information
- Serves as a Senior Procurement Analyst in support to the Regional Contracting Office.
- Performs oversight activities to assess the efficiency and effectiveness of Regional, District, and Center Contracting Office programs and operations.
- Serves as chief investigator of major compliance acquisition related problems, brought to the attention of USACE impacting the operational capability of the organization and/or support to other command elements.
- Interprets higher-level contracting policy and directives and provides guidance and assistance to USACE/SCO/District/Center contracting personnel in implementing policy.
- Serves as a member of USACE review and assessment teams.
Conditions of employment
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This is an Army Acquisition, Technology, and Logistics Workforce position. The employee must meet Department of Defense Instructions (DoDI) 5000.66 requirements applicable to the duties of the position.
- Selectee must be a Certified Acquisition Professional in Contracting at the time of applying for this position.

- Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) three years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years; however, return rights may be impacted. Position may be made permanent without further competition.
