Position Overview
Join us in our fast-paced support to develop, advance, and sustain weapon systems for the U.S. Space Force (USSF) and its mission partners. You will be joining a team of personnel with experience and an in-depth understanding of the environments that include ground, near-space, space, and any system that operates in those environments to meet current and projected strategic, operational, and tactical needs for the Department of Defense (DoD). QinetiQ is a mission-led innovation company that works with the USSF and DoD to design, develop, field, and maintain requirements essential to national security and the survivability of the warfighter.
We are seeking an Acquisition Analyst Subject Matter Expert to provide senior-level expertise on DoD acquisition policies, processes, and best practices under the SAF/SQ program. The ideal candidate is a recognized authority on defense procurement regulations and innovative acquisition approaches who can advise government acquisition leadership at the highest levels to accelerate delivery of space capabilities to the joint warfighter.

Responsibilities
- Provide expert advisory support on the application of defense acquisition regulations, statutes, and policies including FAR, DFARS, DoD 5000 series, and Space Force acquisition guidance
- Analyze proposed acquisition strategies and source selection approaches; recommend improvements to accelerate delivery and reduce cost and risk
- Support the revision or drafting of JCIDS and acquisition documentation such as Acquisition Strategies, Acquisition Plans, Request for Proposals (RFPs), and Source Selection Evaluation Plans
- Advise on innovative acquisition authorities and tools including Other Transaction Authorities (OTAs), Commercial Solutions Openings (CSOs), and streamlined competitive procedures
- Provide operational and technical advice for projects and programs as well as support acquisition efforts for advanced technology and future concept development
- Monitor changes to acquisition law and policy; assess impacts to ongoing SAF/SQ programs and communicate implications to leadership
- Support the development, delivery, review, and evaluation of impact analyses, audits, studies, compliance inspections, and acquisition readiness reviews
- Develop training materials, policy guidance, and process improvements for the SAF/SQ acquisition workforce
- Maintain a broad awareness and understanding of all programs and acquisition activities in execution across the applicable portfolio; assist integrated product teams and working groups
Required Qualifications
- Bachelor's degree in business, law, public administration, management, or a related field;
- 12+ years of DoD acquisition experience with demonstrated SME-level expertise in defense procurement policy and processes
- Expert-level knowledge of FAR, DFARS, and DoD acquisition regulations; experience advising on complex source selections
- Demonstrated experience with innovative acquisition approaches including OTAs or commercial acquisition strategies
- Knowledgeable with respect to IC, DoD, Air Force, Space Force, or SSC acquisition processes and procedures
- Strong analytical, written, and verbal communication skills; proven ability to advise senior government leaders and develop high-quality written products
- Ability to identify and solve problems in a fast-paced, dynamic environment with multiple competing priorities
- Excellent project management and organizational skills

Preferred Qualifications
- JD or Master's degree preferred
- DAU Level III certification in Contracting or Program Management; DAWIA certification
- Prior experience as a Contracting Officer (KO) or Procuring Contracting Officer (PCO) in a DoD program office
- Experience supporting space acquisition programs or the Space Systems Command (SSC) / SAF/SQ acquisition enterprise
