Senior Program Scheduler / EVMS Analyst
Our client is seeking an experienced Senior Program Scheduler / EVMS Analyst to support highly complex Department of Defense (DoD) programs, including Special Access Program (SAP) and SCI environments. This role is critical to ensuring accurate program planning, schedule integrity, and performance measurement across advanced technology and national security initiatives.
The ideal candidate brings deep expertise in Integrated Master Schedule (IMS) development, Earned Value Management (EVM), and Microsoft Project Server administration, along with the ability to communicate program performance insights to both technical teams and senior leadership.
This position plays a key role in enabling program success by ensuring schedules accurately reflect program scope, technical progress, and execution risk.
Key Responsibilities
The Senior Program Scheduler / EVMS Analyst will:
• Develop, maintain, and analyze Integrated Master Schedules (IMS) in support of complex DoD and SAP/SCI programs
• Apply Earned Value Management (EVM) methodologies to monitor program performance, conduct variance analysis, and support corrective action planning
• Structure project schedules with logical sequencing and valid dependencies to establish and defend the program critical path
• Align schedule activities with the Work Breakdown Structure (WBS) to support accurate performance tracking and resource alignment
• Ensure schedules reflect program lifecycle phases, including appropriate Earned Value techniques and regular status updates
• Conduct schedule health assessments, identifying areas for optimization and recommending restructuring or milestone recovery strategies when needed
• Validate forecasting accuracy and milestone projections to support program leadership and decision-making
• Implement and manage Microsoft Project Server environments, maintaining consolidated master schedules across active programs
• Develop and maintain standardized scheduling processes, documentation, and best practices across the organization
• Communicate schedule performance, risks, and projections clearly to both technical teams and executive stakeholders
• Proactively identify potential schedule risks and impacts, providing forward-looking analysis and mitigation strategies
• Support program execution by ensuring schedule alignment with technical development, integration, and manufacturing efforts
Required Qualifications
• Active Top Secret clearance with SCI eligibility
• 10+ years of DoD experience, including program scheduling and acquisition support
• 5–7 years of recent SAP/SCI program experience (within the past five years)
• Willingness to complete a Government Counterintelligence Scope Polygraph, if required
• Experience supporting government acquisition organizations, including coordination across cost, technical, and program management teams
• Expert-level proficiency with Microsoft Project, including advanced scheduling, critical path analysis, and EVM integration
• Experience implementing and administering Microsoft Project Server
• Strong analytical, critical thinking, and problem-solving abilities
• Ability to manage multiple priorities in high-tempo program environments
• Excellent written and verbal communication skills
• Experience supporting system design, development, integration, and manufacturing programs under DoD contract frameworks

• Experience supporting space acquisition programs or advanced technology development environments
• Familiarity with space systems, launch systems, or national security space programs
Education
Required:
• Master’s degree (MA, MS, ME, or equivalent)
Relevant experience and specialized training may be considered in lieu of formal education.
