Specialized Experience: One year of specialized experience which includes: 1) oversight responsibility for programs and project management activities which include technical issues, political interests, public impact, or environmental sensitivity; 2) ensuring projects follow established project delivery processes or regulations; 3) supervising or leading a team of employees. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Additional information
- Supervise and direct Branch employees in their management of various projects through the control of the project parameters of cost, budget, schedule, scope, and quality.
- Serve as the authoritative source to Program and Project Managers for decisions and guidance dealing with conflicts, compromises, and changes to the projects.
- Direct Program and Project Managers in preparation of the Project Management Plans (PMP's) and ensure that they are in compliance with regulations and agreements with customers and government agencies.
- Represent the District at meetings, briefings, conferences, hearings, etc. with officials of other Federal agencies, foreign governments, state, county, and local authorities, and the public on matters related to proposed or approved projects.
- Set priorities and resolves conflicts in resource utilization.
- Review and analyze new missions and make recommendations to supervisor regarding resources and manpower requirements.
Conditions of employment
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
