Duties

DUTY 1: Plans, organizes, and directs the activities of the 363d ISR Wing Plans and Programs Office, ensuring that planning and programming complies with legal and regulatory requirements and meet customer needs.

DUTY 2: Provides focus, policy, and guidance for all 363 ISRW and subordinated Groups with responsibility for ensuring the desired level of interoperability exists among all elements of the Wing enterprise and ISR community.

DUTY 3: Receives all Wing planning and programming tasks and special projects assignments along with background information and related material.

DUTY 4: Exercises supervisory personnel management responsibilities. Advises and counsels employees regarding policies, procedures, and directives of management.

  • In the event of national crisis, extensive after-duty or extended hours may be required to satisfy urgent operational support requirements.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include mastery of knowledge in the planning and program analysis fields. Knowledge of the philosophical concept behind and the process for the preparation of a range of peacetime/wartime requirements plans is necessary. The ability to recognize the interrelationships of the various aspects of operating programs and skill in integrating and analyzing such information in order to evaluate overall program status is required.Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of the military philosophical concept behind and the process for the preparation of a range of peacetime/wartime requirements plans.
  • Knowledge of safety and security regulations, practices, and procedures.
  • Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
  • Ability to communicate effectively, both orally and in writing, to negotiate complex issues and maintain good working relationships essential to express the organization's position to a variety of audiences.
  • Ability to recognize the interrelationships of the various aspects of operating programs and skill in integrating and analyzing such information in order to evaluate overall program status.
  • Ability to visualize the effects and ramifications of recommendations.

    • Security: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. Incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to SCI. A non-disclosure agreement must be signed.
    • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program as a preferred position identified by security clearance requirement. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. Special Sensitive/Top Secret clearance: This is a drug testing designated position. The incumbent is subject to random testing for drug use IAW AFMAN 44-198, Attachment 2, Category II, Type 5: Personnel having access to truly sensitive information, i.e., national security material.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
