Position Overview

SHINE Management is searching for a Recruitment Manager. The Recruitment Manager is a senior, hands-on leadership role responsible for owning, managing, and personal production across both commercial and government contracting (GovCon) portfolios. This position carries end-to-end managerial responsibility for recruiting strategy, operations, compliance, performance, and outcomes, while also personally executing full-cycle recruiting.

This is not a coordinator or oversight-only role. The Recruitment Manager serves as the functional owner of recruiting, setting standards, managing workflows, ensuring compliance, and delivering hires directly. The role requires strong leadership judgment, operational discipline, and the ability to independently manage competing priorities in regulated and fast-paced environments.

Core Management Responsibilities

Recruiting Function Ownership
  • Serve as the primary owner and manager of the recruiting function across commercial and GovCon business lines
  • Establish, maintain, and enforce recruiting standards, processes, and best practices
  • Design and manage recruiting workflows, documentation, and approval processes
  • Ensure recruiting operations align with business objectives, contract requirements, and hiring forecasts

Strategic Workforce & Hiring Management
  • Partner with leadership, hiring managers, and program stakeholders to translate workforce needs into actionable recruiting strategies
  • Manage requisition prioritization across commercial and government programs
  • Advise leadership on labor market conditions, candidate availability, and hiring risks
  • Support proposal-driven hiring efforts and long-range talent planning

Compliance, Risk, and Governance (GovCon Emphasis)
  • Own recruiting compliance for government contracts, including adherence to FAR/DFARS and client-specific requirements
  • Ensure proper validation and documentation of clearance levels, eligibility, and labor category alignment
  • Manage audit readiness related to recruiting records, candidate vetting, and hiring decisions
  • Act as a trusted point of contact for sensitive and regulated hiring efforts

Performance Management & Reporting
  • Define and track recruiting metrics such as time-to-fill, quality of hire, and pipeline health
  • Provide leadership with regular updates, risk assessments, and hiring status reports
  • Continuously evaluate and improve recruiting effectiveness and efficiency

Process Improvement & Systems Management
  • Own and manage the Applicant Tracking System (ATS), including configuration, workflows, and data integrity
  • Develop and refine templates, vetting questions, outreach messaging, and candidate communications
  • Identify inefficiencies and implement process improvements across the recruiting lifecycle

Full-Cycle Recruiting Execution (Hands-On)
  • Personally manage full-cycle recruiting for commercial and GovCon roles, from intake through offer acceptance
  • Source, screen, interview, and qualify candidates for technical, professional, and cleared positions
  • Conduct structured, high-quality candidate assessments aligned to job descriptions and contract needs
  • Manage candidate communications, negotiations, and offer processes

Stakeholder & Relationship Management
  • Act as the primary recruiting liaison to leadership, hiring managers, clients, and external partners
  • Set expectations and hold stakeholders accountable to recruiting processes and timelines
  • Represent the organization professionally and consistently in the talent market

Required Qualifications
  • 7+ years of recruiting experience with significant responsibility for managing recruiting operations, not just requisitions
  • Proven success owning recruiting outcomes independently in commercial and GovCon environments
  • Proven success in both technical and non-technical roles
  • Strong knowledge of government contracting recruiting requirements and cleared hiring
  • Demonstrated ability to balance strategic management responsibilities with hands-on execution
  • Excellent judgment, communication, and stakeholder management skills

Preferred Qualifications
  • Experience serving as the sole or lead recruiting authority within an organization
  • Familiarity with ATS platforms such as Crelate or similar systems
  • Background supporting federal civilian, DoD, intelligence, or IC programs
  • Experience recruiting across both proposal-based and active contract work

Success in this role is measured by quality of hires, compliance, stakeholder trust, and recruiting outcomes, not headcount managed. Home office is based in Charlottesville, VA but duties can be performed remotely.
