CeLeen, an operating firm of Command Holdings, is seeking a Capabilities Integration SME: Battlespace Awareness & ISR with current and active TS/SCI to support the Department of War OUSD I&S Battlespace Awareness and Security Programs (BASP) Directorate in Arlington, VA. This position will provide the knowledge and subject matter expertise (SME) to effectively support the OUSD (I&S) in the management of the Battlespace Awareness (BA) Portfolio.

Responsibilities include but are not limited to:
  • Review and evaluate existing and planned ISR and environmental systems, processes and programs across the DoW and IC to ensure the BA Portfolio is optimized to meet the operational warfighter, acquisition community and senior policy maker needs.
  • Provide all support required to organize, analyze, and coordinate planning, programming and resource data needed for optimum development and management of the BA Portfolio.
  • Conduct research and analysis, develop recommendations, develop position papers, responses, talking points, memoranda, briefings, and correspondence as required on all critical ISR capabilities.
  • Develop guidance for initial binning, develop data collection and management strategies, conduct assessments of tools and repositories, create business rules and entry/exit criteria, and develop corporate review and evaluation criteria.
  • Provide subject matter expertise to establish a decision-making framework for BA capability portfolio management (CPM) that will promote timely and effective capabilities based decisions when an investment crosses or spans any of the following: BA CPM and another DoW Mission Area, Multiple DoW component agencies, or BA CPM and the broader IC.


Work Environment:
  • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
  • Ability to sit at a computer terminal for an extended period of time.

  • While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.

Requirements

Basic Qualifications
  • Bachelors degree.
  • Current, active TS/SCI security clearance.
  • Minimum of 10 years of experience in the DoD or IC working with battlespace awareness programs.
  • Minimum of 10 years of experience with the DoD and/or IC requirements process and defense acquisition management systems.
  • Minimum of 5 years of experience with the DoD PPBE process, policy development, program oversight/guidance, and capabilities development and resourcing on a military or interagency staff.
  • Outstanding communication skills, influencing abilities, and client focus.
  • Professional proficiency in English is required.
  • Demonstrated proficiency in using all Microsoft Office applications.

  • Applicants must be currently authorized to work in the United States on a full-time basis. CeLeen will not sponsor applicants for work visas for this position.

Preferred Qualifications
  • Ability to produce quick-turn technical analyses of ISR capabilities.
  • Expert in technical analysis of ISR system performance.
  • Has ability to work independently on assigned projects, reporting back to leadership as appropriate with updates and recommendation.
