Position Overview

Join us in our fast-paced support to develop, advance, and sustain weapon systems for the U.S. Space Force (USSF) and its mission partners. You will be joining a team of personnel with experience and an in-depth understanding of the environments that include ground, near-space, space, and any system that operates in those environments to meet current and projected strategic, operational, and tactical needs for the Department of Defense (DoD). QinetiQ is a mission-led innovation company that works with the USSF and DoD to design, develop, field, and maintain requirements essential to national security and the survivability of the warfighter.

We are seeking a Senior Military Operations Analyst to provide expert support for U.S. participation in the NATO SATCOM Services 6 th Generation (NSS6G) Multilateral Management Group (MMG). This includes assessing threat environments affecting NATO satellite communications (SATCOM) as well as developing policies, intelligence estimates, and procedures for Wideband and Protected band operations under the NSS6G MOU. The ideal candidate will have liaison experience with U.S. Military Departments, Joint Staff, Defense Information Systems Agency (DISA), Office of the Secretary of Defense (OSD), and International Partners as well as expertise with Wideband Global Satellite International Operations, especially SHF/EHF operations. This position requires an individual who can work closely with technical teams, stakeholders, and partners to ensure program success.

Responsibilities

  • Maintain liaison relationships with U.S. Military Departments, Joint Staff, DISA, OSD, and SATCOM users to support MMG Representative responsibilities.
  • Develop operational policies and procedures for NSS6G MOU execution and amendments to ensure effective Wideband and Protected band operations.
  • Prepare and deliver reports and briefings for recurring and ad hoc meetings and annual training events.
  • Design processes for providing situational awareness to NATO/NCIA and JSDO/JSMO representatives regarding NATO/NCIA's BRA and system usage.
  • Develop and manage BRA monitoring tools and reports while tracking metrics.
  • Produce document reviews, technical papers, point papers, EXSUMs, written summations, one-pager briefs, weekly activity reports, and significant activity reports.
  • Assist with preparation of billing statements, funding actions, and annual International Partner budget forecasts, using multiple accounting systems.
  • Facilitate development, implementation, and sustainment of secure information exchange networks for International Partners.
  • Maintain and update the WGS International Partner Operations Support Guide (OSG) and associated SOPS for SHF and EHF operations.
  • Coordinate training activities, TDY requirements, facility upgrades, security activities, situational awareness tools, certification activities, and testing activities in support of the MOU.


Required Qualifications

  • 12 years of military or DoD SATCOM experience including 5 years providing MILSATCOM support to theater commanders/USSPACECOM operations, and ensuring mission-critical SATCOM delivery to strategic and tactical forces across geographic COCOMs.
  • Bachelors Degree

  • Prior experience developing MOUs related to international military agreements, especially bandwidth resource allocation and billing/funding coordination.
  • Prior experience supporting NATO SATCOM operations with a preference for MMG and JSDO/JSMO operations.
  • Prior experience with SAR and SAA processes, bandwidth resource monitoring tools, and SATCOM operational metrics reporting.
  • 5 years' experience preparing executive-level briefings, technical papers, and policy documentation for senior military leadership, especially international stakeholders.
  • Proficiency with DoD and international accounting systems for SATCOM billing, funding actions, and budget forecasting.
  • Knowledge with SHF and EHF SATCOM operations, Operations Support Guides, and SOPs related to SATCOM connectivity development and component maintenance.
  • Excellent project management and organizational skills.
  • Ability to identify and solve problems.


Preferred Qualifications

  • Current experience developing MOUs related to international military agreements, especially bandwidth resource allocation and billing/funding coordination preferred.
