About the Opportunity:
Stillwater Human Capital is seeking a results-driven Vice President of Business Development to lead and expand our Government Services portfolio. This executive role includes full P&L responsibility and will shape strategy, build a pipeline, and drive growth across the defense, intelligence, DHS, and select civilian sectors.
We are looking for a dynamic leader who combines strategic vision with hands-on execution. A background in mission operations (non-technical) within the Intelligence Community is strongly preferred.

Key Responsibilities:
Strategic Growth & Market Expansion
  • Develop and execute a multi-year growth strategy targeting federal agencies (DoD, IC, DHS, DOS, etc.)
  • Identify emerging opportunities in areas like security services, intelligence analysis, mission training, and operational support
  • Align business development initiatives with corporate goals, capabilities, and workforce strategies
Pipeline Development & Pursuit Management
  • Build and manage a robust pipeline using GovWin, SAM.gov, and EZGovOpps
  • Lead gate reviews, bid/no-bid decisions, and competitive assessments
  • Track procurement milestones and ensure readiness for RFIs, RFPs, and orals
  • Prioritize high-value opportunities using data-driven insights
Capture & Proposal Execution
  • Oversee all phases of capture, including teaming, pricing, and proposal development
  • Cultivate relationships with key government stakeholders, primes, and partners
  • Drive development of compliant, compelling proposals with internal and external support
P&L and Program Alignment
  • Lead financial performance for the Government Services division
  • Ensure smooth transitions from capture to execution through cross-functional collaboration
  • Set growth targets, monitor KPIs, and refine strategy as needed
Leadership & Team Development
  • Build and lead a high-performing BD team aligned with Stillwater's values
  • Provide executive-level insights and forecasting to guide corporate strategy
  • Foster a culture of accountability, innovation, and mission focus


Qualifications:
  • 10+ years of federal business development experience with a record of successful captures
  • Expertise with GovWin, SAM.gov, EZGovOpps, and similar tools
  • Willingness to travel, attend industry events, and lead networking/debrief sessions
  • Proven success managing opportunity pipelines >$200M
  • Experience with set-aside and full & open competitions (IDIQs, GWACs, BPAs)
  • Understanding of cleared staffing models, cost structures, and compliance
  • Executive presence with strong communication and presentation skills
  • Bachelor's degree required; advanced degree or certifications (PMP, APMP) preferred
  • Active TS/SCI with Polygraph required
  • Demonstrated success growing mid-sized organizations to 500+ staff and $50M+ in revenue
