Responsibilities:The Program Scheduler/EVMS Analyst, Level 3 is responsible for the development, maintenance, and integration of program plans and schedules, as well as ensuring compliance for programs with Earned Value Management System requirements. Contractor will oversee developing, planning and maintaining detailed schedules; coordinating and consolidating schedules to ensure all detailed work plans are consistent with scheduling policies and included in the Integrated Master Schedule; troubleshooting and monitoring potential scheduling problems; and providing input and recommendations to project managers and Senior Management regarding scheduling conflicts/changes. In addition, contractor will provide direct support to the Program Management Office and Control Account Managers on the planning and implementation of Earned Value Management Systems Processes to ensure compliance; coordinate Earned Value Management System training activities for project personnel; support integrated baseline reviews; and provide objective-oriented recommendations utilizing EVMS guidelines and general policies.
Familiarity with design and development/manufacturing of systems complying with DoD contracts, specifications, standards
Ability to organize project activities into a logical progression of events leading to successful completion of all program requirements
Ability to align tasks with true successor and predecessors requirements that identify the realistic critical path of a project.
Experience using Earned Value Management in order to develop compliant schedules that form the basis for accurate metrics, analysis, and corrective action plans.
Ability to understand and develop schedules implementing program requirements necessary to meet life cycle phase entry and exit criteria, appropriate Earned Value Techniques are applied, and regular status activities are performed.
Ability to understand Work Breakdown Structure task approach and organize schedules to provide a mechanism for capturing WBS element resources
Ability to analyze existing project schedules and provide guidance and direction for organizing projects to present critical path and workaround options for meeting program requirements
Ability to implement an MS Project Server environment and provide a program master schedule for all active projects
Ability to develop written processes and procedures on the management team’s use of MS Project to further institutionalize standard operating procedures
Validating the accuracy of the schedules in predicting or projecting ahead the accomplishment of key milestones that indicate a project is on schedule
Works closely with program managers in revising and assisting them in correctly updating schedules to accurately re-program work and identifying resources required to complete their projects.
Work with organizational leadership to support development of common tools, processes and training related to schedule development, integration, analysis, and maintenance.
Coordinating and consolidating schedules to ensure all detailed work plans are consistent with CD scheduling policies and included in the Integrated Master Schedule
Determining, monitoring and reviewing all project schedules to include resources, interdependences, and risk
Providing input and recommendations to project managers and Senior Management regarding scheduling conflicts/ changes
Facilitating and participating in weekly program and schedule reviews
Providing planning assistance to program managers as needed
Working closely with other schedulers to develop scheduling policies and procedures
Ensure compliance for Programs with Earned Value Management System (EVMS) requirements and program implementation support based on current EIA 748 standards
Provide direct support to the Program Management Office and Control Account Managers on the planning and implementation of EVMS processes to ensure compliance across Directorate
Coordinate EVMS training activities for project personnel
Review EVMS artifacts such as: Work Breakdown Structure (WBS), Organizational Breakdown Structure (OBS), and Work Authorization Document (WAD) for compliance, Cost Performance Reports (CPR) and Contract Logs
Interface with government Defense Contract Management Agency (DCMA)
Support program Integrated Baseline Reviews (IBR)
EVMS compliance reviews on programs (internal/external with DCMA)
Develop close working relationship with programs to foster sharing of best practices
Participates in audit deep dives, evaluates program office processes leading to recommendations for implementation of corrective actions
Create and maintain internal process documentation and procedures
Provide objective-oriented recommendations utilizing EVMS guidelines and general policies
Actively communicates with project team keeping all customers well-informed on key issues
Qualifications/Education
BA or BS degree in Business Administration, Management Science, or technical degree related to manufacturing or engineering.
MS in Management Science or an Advanced engineering or Technical degree not required but is a definite plus
Need to have 10 years of relevant experience with proven use of MS Project as a primary management tool
Past experience in management in a government acquisition organization
Past experience in space acquisition environment (highly desired)
Proficient use of Microsoft Office Suite
Expert-level knowledge of MS Project
Experience with MS Project Server
Must be a U.S. citizen
