Job Description
The Strategic Capabilities Office (OSW/SCO) identifies, analyzes, and rapidly prototypes disruptive applications of new technologies, commercial innovations, and unconventional uses of existing military systems to counter near-peer threats.
We are seeking a high-performing, forward-thinking Program Analyst / Engineer to support the SCO leadership. The ideal candidate thrives in a fast-paced, high-visibility environment, bridging the gap between cutting-edge technological innovation (such as AI/autonomy, long-range fires, and advanced multi-domain enablers) and joint force operational integration.
Key Responsibilities
• Portfolio & Program Support: Assist in managing and tracking rapid prototyping initiatives across SCO’s core portfolios (e.g., Autonomy & AI, Long-Range Fires, and Special/Enabling Capabilities).
• Strategic Foresight & Technology Scouting: Monitor emerging commercial and defense technological advancements (AI/ML, cyber, space, electronic warfare, autonomous systems) to evaluate applicability against future operational threats.
• Transition & Integration Planning: Coordinate closely with the Joint Staff, Combatant Commands (CCMDs), and Military Services to transition validated prototypes into programs of record or operational use.
• Stakeholder Engagement & Briefings: Draft executive-level summaries, technical white paper evaluations, policy memos, and briefing packages for the Secretary of War, Director SCO, and other senior defense leadership.
• Acquisition & Resource Alignment: Support the alignment of rapid prototyping projects with defense planning, resource management, and streamlined alternative acquisition pathways to compress delivery timelines.
Qualifications & Requirements
o Experience in defense acquisition, emerging technology R&D, requirements generation, or operational planning.
o Familiarity with Department of Defense (DoD/DoW) processes, including the Planning, Programming, Budgeting, and Execution (PPBE) cycle or rapid prototyping frameworks.
