Job Description
Overview:
We’re seeking a portfolio management and acquisition lead to help stand up a Program Executive Office (PEO) on an accelerated timeline. As a founding member of the team, you’ll use your existing knowledge of the Agency’s acquisition, budget, and organizational processes to establish how the PEO evaluates, funds, and advances AI initiatives from intake through prototyping and broader adoption.
Responsibilities:
-Design and implement the portfolio operating model, including how initiatives enter the portfolio, how they are prioritized, who makes investment decisions, and when to advance, redirect, or stop work.
-Establish portfolio processes that support rapid innovation at scale. Apply process improvement methods to identify bottlenecks and refine workflows as the PEO grows.
-Navigate Agency acquisition and budget processes, identify institutional barriers, and adapt industry practices to fit the Agency’s operating environment.
-Shape acquisition strategies for AI initiatives using Other Transaction Authorities (OTAs), rapid prototyping, acquisition pathways that support iterative delivery and continuous improvement, and flexible funding models.
-Connect portfolio priorities and investment decisions to agile execution through SAFe, PI Planning, and Product Ownership.
Qualifications:
-Demonstrated experience designing or implementing portfolio management operating models and establishing new portfolio-level processes in fast-paced innovation environments.
-Deep, direct experience navigating this Agency’s acquisition, budget, and organizational processes, with the ability to operate effectively from day one.
-Experience applying process improvement methods to portfolio intake, prioritization, investment decisions, or governance.
-Working knowledge of OTAs, rapid prototyping and iterative acquisition pathways, and flexible funding models relevant to AI innovation.
-Strong proficiency in SAFe, PI Planning, and Product Ownership, with experience applying agile practices to innovation-focused acquisition and delivery.
