Job Description:
The Project Manager serves as the primary technical and programmatic advisor to the Government Program Office overseeing the retrofit, fit-out, and initial operating capability (IOC) of a Contractor-Owned, Contractor-Operated (COCO) high-density Artificial Intelligence (AI) Compute Datacenter.

This role ensures strict programmatic accountability across the Prime Contractor's retrofit of an existing commercial industrial/office facility into a fully accredited ICD 705 Sensitive Compartmented Information Facility (SCIF) housing advanced high-performance compute (HPC) and liquid-cooled AI clusters. The incumbent serves as the government's technical advisor, auditing schedule fidelity, tracking milestones, identifying delivery and supply-chain risks, and liaising between government security authorities, contracting personnel, and commercial facility operators.

Important Boundary Provision: As a SETA contractor, the incumbent operates strictly in an advisory and technical evaluation capacity and shall not perform inherently governmental functions (such as obligating government funds, directing contract modifications, or formally accepting deliverables).

Primary Duties and Responsibilities:
  • Contractor Oversight & Technical Advisory
    • Act as the lead SETA technical advisor to the Government Program Manager (PM) and Contracting Officer Representative (COR).
    • Provide objective assessments of the Prime Contractor's technical deliverables, engineering change proposals (ECPs), design packages (PDR/CDR), and commissioning test plans.
    • Monitor Contractor-Owned, Contractor-Operated (COCO) performance benchmarks, verifying that commercial site modifications conform to contract specifications, power/cooling performance agreements, and Service Level Agreements (SLAs).
    • Review project milestones and contractor earned value / progress reports against physical on-site progress to inform the COR's acceptance decisions.
  • Integrated Master Schedule (IMS) & Dependency Management
    • Maintain and baseline the government-side Integrated Master Schedule (IMS), aligning the Prime Contractor's schedule with government interdependencies, tenant fit-out, and mission readiness dates.
    • Identify critical-path drivers, lead-time bottlenecks (e.g., electrical switchgear, chillers, specialized security hardware, GPU allocation timelines), and schedule variances using MS Project.
    • Formulate quantitative schedule risk analyses and recommend actionable remediation strategies to preserve program milestones.
  • ICD 705 Accreditation & SCIF Physical Security Governance
    • Support the security teams in tracking compliance with ICD 705 security mandates.
    • Monitor execution of the Construction Security Plan (CSP), Construction Surveillance Technician (CST) logging, and baseline barrier/perimeter construction as required.
    • Ensure documentation deliverables such as the Fixed Facility Checklist (FFC) and TEMPEST assessments in conjunction with the Certified TEMPEST Technical Authority (CTTA) and Accrediting Official (AO) are accomplished and all stakeholders execute required tasks to achieve an on-time accreditation.
    • Ensure execution of required accreditation tasks by the Contractor at the facility.
  • AI Compute Infrastructure & Facility Modernization
    • Oversee mechanical, electrical, and plumbing (MEP) retrofits required to support high-density compute rack configurations, including medium-voltage power distribution, backup generation, UPS systems, and closed-loop liquid/chilled-water cooling systems.
    • Track IT infrastructure logistics and deployments.
    • Review facility commissioning protocols (Levels 1-5: Factory Acceptance Testing through Integrated Systems Testing).
  • Stakeholder Alignment & Executive Reporting
    • Plan, facilitate, and document recurring Integrated Product Team (IPT) working groups, risk management boards, and vendor status reviews.
    • Develop program status dashboards, executive decision memoranda, and briefing materials for senior Intelligence Community (IC) and Department of Defense (DoD) stakeholders.
    • Maintain the Program Risk, Issues, and Opportunities (RIO) register, facilitating continuous risk mitigation planning.
Required Qualifications:
  • Minimum of five (5) years of progressive project management experience within the federal government, DoD, or Intelligence Community.
  • Experience advising federal program managers.
  • Technical Acumen: Working knowledge of mission-critical datacenter infrastructure (power distribution, HVAC/liquid cooling, emergency generators) and enterprise compute hardware deployments.
  • Software Tools: Expert proficiency in MS Project, Excel (advanced modeling), JIRA, and Confluence.
Desired Requirements :
  • Master's degree in Systems Engineering, Engineering Management, or an MBA.
  • Project Management Professional (PMP) or DAWIA / FAC-P/PM Level II/III in Project Management.
  • Experience with Contractor-Owned, Contractor-Operated (COCO) or GOCO infrastructure acquisition mechanisms.
  • Direct technical familiarity with high-density AI/ML hardware platforms (NVIDIA GPU's, direct-to-chip liquid cooling manifolds, InfiniBand topologies).
  • Direct experience liaising with IC/DoD Accrediting Officials (AOs) and CTTAs through final Authority to Operate (ATO) and physical SCIF accreditation.
  • Datacenter operational credentials (e.g., Uptime Institute ATD/AOS, CDCMP, or LEED AP).

Education Requirements:
Bachelor of Science in Mechanical/Electrical/Civil Engineering, Construction Management, Computer Science, Information Systems, or a related technical discipline (or equivalent practical military/industry experience)

Security Clearance Requirements: TS/SCI
