Work Where it Matters
Tuvli, an Akima company, is not just another federal IT contractor. As an Alaska Native Corporation (ANC), our mission and purpose extend beyond our exciting federal projects as we support our shareholder communities in Alaska.
At Tuvli, the work you do every day makes a difference in the lives of our 15,000 Iñupiat shareholders, a group of Alaska natives from one of the most remote and harshest environments in the United States.
For our shareholders, Tuvli provides support and employment opportunities and contributes to the survival of a culture that has thrived above the Arctic Circle for more than 10,000 years.
For our government customers, Tuvli ensures that solutions are strictly aligned with agency processes and desired program outcomes while delivering the best value for technology investments.
As a Tuvli employee, you will be surrounded by a challenging, yet supportive work environment that is committed to innovation and diversity, two of our most important values. You will also have access to our comprehensive benefits and competitive pay in addition to growth opportunities and excellent retirement options.
Responsibilities
- Design, develop, test, and maintain features end to end across an Angular front end, a .NET (ASP.NET Core) REST API, and an Azure SQL data layer.
- Build responsive, accessible UI in Angular and TypeScript, and the API endpoints and data access that back it.
- Support migration and modernization of .NET Framework applications to .NET Core / .NET, and of on-premises data to Azure SQL (Managed Instance and Azure SQL Database). (Original split this across two infra-oriented bullets.)
- Write and maintain automated tests across the stack (unit, integration, and end-to-end) and treat them as part of the definition of done.
- Build and maintain CI/CD pipelines in Azure DevOps, including build, release, and quality gates for both the front end and the API.
- Contribute to Infrastructure as Code (Bicep / ARM / PowerShell) for application resources such as App Service, Key Vault, storage, and networking integration. (Original listed IaC as a primary duty with Terraform first.)
- Integrate the application with identity and access controls using Entra ID / OAuth 2.0 / OIDC, JWT, and role- or claim-based authorization. (Original: "Azure Policy, Defender for Cloud, Key Vault, Entra ID, MFA, and PIM" as a platform-security duty.)
- Implement and uphold application-layer security controls aligned to FedRAMP, NIST 800-53, and FISMA, and remediate findings from SAST, DAST, and dependency scans.
- Instrument the application with Azure Monitor, Log Analytics, and Application Insights for logging, tracing, and performance.
- Troubleshoot issues across UI, API, database, and deployment in non-production and production environments.
- Contribute to code reviews, technical design, and documentation, and mentor less-senior engineers.
Qualifications
- Bachelor's degree in Computer Science, Software Engineering, Information Technology, or a related field, or equivalent experience.
- 5+ years of professional full-stack development experience, with strong depth in C# / ASP.NET Core on the back end and a modern SPA framework on the front end (Angular preferred). (Original: "3-5+ years of cloud engineering or cloud infrastructure experience.")
- Proven experience designing and consuming RESTful APIs.
- Strong TypeScript, HTML, and CSS (SCSS or Tailwind), with an eye for accessible, data-dense UI.
- Experience with relational data access and SQL Server / Azure SQL, including an ORM such as Entity Framework Core.
- Hands-on experience deploying and operating applications in Microsoft Azure; Azure Government Cloud strongly preferred.
- Experience with Azure DevOps, Git, and CI/CD automation.
- Working knowledge of secure development practices in a regulated environment (FedRAMP, FISMA, or NIST-based preferred).
- Required Technical Skills:
- C#, ASP.NET Core, ASP.NET Framework, .NET.
- Angular and TypeScript (HTML, SCSS / Tailwind).
- Entity Framework Core, T-SQL, Azure SQL Database and SQL Managed Instance.
- Azure App Service, Key Vault, Storage, and VNet integration.
- Entra ID, OAuth 2.0 / OIDC, JWT, and application authorization.
- Azure DevOps pipelines, Git, and automated testing.
- Infrastructure as Code (Bicep, ARM Templates, PowerShell, Azure CLI) (Terraform removed - see change log.).
- Azure Monitor, Log Analytics, and Application Insights.
- DevSecOps practices, including SAST, dependency / software composition analysis, and secrets management.
Desired Qualifications:
- Experience in Azure Government or other sovereign / regulated clouds.
- Accessibility experience (Section 508, WCAG 2.1 AA).
- Experience with enterprise data grids, complex forms, and reporting-heavy UI.
- Experience modernizing monoliths or legacy data access toward a cloud-native architecture.
- Familiarity with migrating SQL Server workloads (schema, data, and application cutover).
- Must be a US Citizen with the ability to obtain and maintain a moderate risk public trust.
