We are seeking a highly skilled Senior Buyer / Procurement Specialist to support complex government contracting programs and supply chain operations. This role is responsible for managing the full procurement lifecycle, including sourcing, supplier management, competitive solicitations, negotiations, contract administration, and strategic procurement initiatives. The ideal candidate will bring extensive government purchasing experience, a strong understanding of FAR/DFARS requirements, and the ability to collaborate effectively across engineering, operations, quality, and program management teams.
Key Responsibilities
- Manage a high-volume portfolio of procurement activities supporting government programs and operational requirements.
- Procure a broad range of materials, equipment, components, and services in compliance with FAR, DFARS, ITAR, and company procurement policies.
- Conduct market research and develop RFQs, RFPs, and other solicitation documents to support strategic sourcing initiatives.
- Evaluate supplier proposals, analyze bids, and negotiate favorable pricing, terms, and conditions while maintaining compliance with regulatory requirements.
- Perform cost and price analyses to determine proposal reasonableness and establish effective negotiation strategies.
- Lead supplier selection, contract negotiations, and purchase order execution activities.
- Identify, qualify, and develop new suppliers to improve supply chain performance, reduce risk, and support business objectives.
- Manage supplier relationships and resolve complex contractual, delivery, quality, and performance issues.
- Monitor supplier performance and expedite deliveries to ensure schedule commitments are met.
- Coordinate procurement activities related to pricing revisions, invoice discrepancies, order changes, cancellations, backorders, and delivery schedule modifications.
- Maintain complete and accurate procurement documentation from requisition through contract closeout in accordance with internal controls and government purchasing system requirements.
- Partner with engineering teams to review technical requirements, interpret drawings and schematics, and identify cost reduction or product improvement opportunities.
- Collaborate with internal stakeholders and suppliers to drive process improvements and enhance service delivery.
- Support small business participation initiatives and ensure consideration of qualified suppliers in accordance with company and government objectives.
- Serve as a trusted procurement advisor to internal customers, providing guidance on sourcing strategies, supplier engagement, and contractual requirements.
- Represent the Supply Chain organization in customer, supplier, and cross-functional meetings.
- Lead strategic sourcing projects and execute long-term supplier agreements that support organizational growth and operational excellence.
- Perform additional duties and special projects as assigned.
- Bachelor's degree in Business Administration, Supply Chain Management, Procurement, or a related discipline.
- 5+ years of government procurement, purchasing, or supply chain experience.
- Active Secret Security Clearance.
- Experience managing multiple commodity categories in a government contracting environment.
- Strong working knowledge of FAR, DFARS, and government acquisition regulations.
- Experience developing and managing RFQs, RFPs, contracts, purchase orders, and supplier negotiations.
- Demonstrated ability to perform cost, pricing, and financial analysis.
- Experience reading and interpreting technical schematics, engineering drawings, and component documentation.
- Proven ability to work effectively in cross-functional environments with engineering, quality, operations, and program teams.
- Strong analytical, organizational, problem-solving, and decision-making skills.
- Excellent written and verbal communication skills.
- Experience with PeopleSoft eProcurement or similar ERP/procurement systems.
- Advanced proficiency with Microsoft Office Suite, particularly Excel.
- Experience supporting aerospace, defense, government, or other highly regulated industries.
- Demonstrated success leading supplier performance improvement and strategic sourcing initiatives.
