Job Description

SABG is hiring a full-time Deterrence Analyst (SME) to support USSTRATCOM/J57 deterrence planning and assessment efforts under the Strategic Wargaming and Research of Deterrence Support (SWRDS) requirement. The Deterrence Analyst (SME) will provide advisory and assistance services supporting deterrence analysis, mission analysis, strategy development, planning, research, and assessment. The position will analyze adversary perceptions and decision-making, advance deterrence thinking for a changing security environment including simultaneous deterrence of two nuclear peer adversaries, support development of deterrence courses of action, and assess deterrence campaign impacts and risks of strategic deterrence failure. The analyst will also support end-to-end deterrence impact analysis, research and refinement of strategic deterrence concepts and analytic methods, and scenario-based deterrence analysis, wargaming, experimentation, and USSTRATCOM analytic priorities as required.

This position is contingent upon contract award.

JOB TITLE : Deterrence Analyst (SME)
CLEARANCE: Top Secret (TS) with eligibility for Sensitive Compartmented Information (SCI), Nuclear Command and Control (NC2), and Special Access Programs (SAP) accesses
LOCATION: USSTRATCOM, Offutt AFB, NE

RESPONSIBILITIES

• Enhance development of a means of archiving, sourcing, and updating deterrence analysis based on new information regarding the adversary's perceptions and decision-making, or on developments that might significantly influence those perceptions.

• Support refinement and expansion of interactions with the intelligence community, outside experts, and other agencies to enhance deterrence analysis.

• Advance deterrence thinking and its application to deterrence strategy development to meet the changing security environment, including analysis of deterring two nuclear peer adversaries simultaneously.

• Conduct mission analysis supporting deliberate and campaign deterrence planning across all deterrence periods, including assessments of adversary perceptions and strategies to impose prohibitive costs on adversaries challenging American interests.

• Support development of courses of action to achieve deterrence strategies and expand approaches for measuring and evaluating the deterrent impact of U.S. actions during and after implementation.

• Support impact assessment of deterrence campaigns and risk-of-strategic-deterrence-failure assessments.

• Maintain research capability to develop and refine analysis methods, strategic deterrence concepts, and identify, collect, and evaluate analytical lessons learned.

• Conduct analyses in accordance with established planning procedures, as determined by USSTRATCOM and other U.S. Government needs.

• Assist in developing, refining, and documenting USSTRATCOM's Analytic Agenda, including conducting literature reviews, performing research, and engaging with practitioners, academics, and other stakeholders.

• Maintain a current understanding of USSTRATCOM mission sets, OPLANs, CONPLANs, strategic initiatives, and Commander's guidance to identify and inform research priorities and ensure alignment with command requirements.

• Assist in the development and preparation of briefings, reports, summaries, planning documents, and supporting materials that facilitate the Analytic Agenda's stakeholder engagement and decision-making.

• Conduct analysis of the academic community to determine which researchers or organizations are best suited to answer Analytic Agenda research questions, and maintain subject-matter expertise to guide such research.

• Develop and conduct research to answer Analytic Agenda questions, including support for war games, tabletop exercises, and other methods used to test the validity of concepts.

• Assist the government lead in maintaining strategic deterrence education and research initiatives, including development of an education framework for Joint Professional Military Education (JPME) institutions and support for mission immersion visits and senior leader academic engagements.

• Prepare trip reports, technical reports, and presentation materials documenting analysis, meetings, and travel results in accordance with contract deliverable requirements.

EDUCATION AND EXPERIENCE

At a minimum, the ideal candidate will meet the following experience requirements (candidates that exceed these requirements are strongly preferred):

• Minimum of 7 years of academic experience in, or demonstrated working knowledge of at least 5 years working in, the field of U.S. defense policy, strategy, or plans.

• Bachelor's degree in Political Science, International Relations, Economics, Science, Technology, Engineering, and Mathematics (STEM), or a related national security degree.

• Minimum of 5 years of experience in, or demonstrated working knowledge of at least 4-5 years working in, deterrence theory, deterrence models, and deterrence strategy.

• Minimum of 5 years of experience in, or demonstrated working knowledge of at least 4-5 years working with historical U.S. deterrence strategies and models, including their defining characteristics and successes.

• Minimum of 5 years of experience in, or demonstrated working knowledge of game theory.

• Subject matter expert (SME) knowledge of strategic military strategy, planning, operations, and the nuclear enterprise.

• SME knowledge of the current strategic threat environment.

• Foreign language capability in Mandarin or Russian is highly desirable.

SUPERVISION : This position will support USSTRATCOM/J57 and may coordinate with Government personnel, the Intelligence Community, outside experts, other agencies, practitioners, academics, and other stakeholders in support of deterrence analysis, planning, research, and assessment activities.

Additional Qualifications:
  • Prior direct experience supporting USSTRATCOM, another Combatant Command, Joint Staff, or an equivalent national security organization on strategic deterrence issues.
  • Experience contributing to or collaborating with wargaming and experimentation efforts supporting deterrence impact assessment.
  • Experience with allied burden-sharing analysis or assessment of allied contributions to collective deterrence.
  • Familiarity with emerging AI-enabled analytic tools and their application to deterrence analysis and decision-support products.
  • Experience developing strategic deterrence education materials or supporting engagements with JPME-accredited institutions and service academies.


SYSTEM KNOWLEDGE: Proficiency with Government-provided classified and unclassified workstations, networks, and standard office/collaboration applications required to research, analyze, prepare, and present deterrence products.

LANGUAGE SKILLS : Ability to read, analyze, synthesize, and interpret complex defense policy, strategy, plans, intelligence-informed analytic material, research, and strategic deterrence concepts. Ability to prepare technically correct, logically organized, publication-ready reports, briefings, summaries, planning documents, and supporting materials for Government and senior-leader audiences. Foreign language capability in Mandarin or Russian preferred.

MATHEMATICAL SKILLS : Ability to apply game theory, structured analytic methods, and qualitative and quantitative reasoning to deterrence analysis, assessment, modeling, and evaluation of deterrent effects.

REASONING ABILITY : Ability to assess adversary perceptions and decision-making; analyze deterrence problems involving multiple adversaries; develop and evaluate deterrence courses of action; identify analytic lessons; and translate complex findings into decision-support products aligned with USSTRATCOM planning requirements.

TRAVEL REQUIREMENTS : CONUS and OCONUS travel may be required in support of task order activities. Contractor personnel may be required to travel as passengers on military transportation into non-hostile areas. All travel is subject to Government approval and applicable Joint Travel Regulation requirements.

SECURITY REQUIREMENTS

Must be a U.S. citizen

Must possess, at task order award or before commencement of work/replacement approval, a Top Secret (TS) security clearance with eligibility for SCI, NC2, and SAP accesses

Must comply with the task order DD Form 254 and all applicable USSTRATCOM security instructions, including cybersecurity and physical security requirements

Must comply with USSTRATCOM in-processing/out-processing procedures and applicable Privacy Act and nondisclosure requirements

Specific vision abilities required include close vision for detailed intelligence analysis.

WORK ENVIRONMENT : Work is primarily performed at USSTRATCOM, Building 1000, Offutt AFB, Nebraska, with access to classified and unclassified Government facilities, systems, and networks. Off-site or remote work may be authorized by the Government for situational conditions. Personnel must provide exercise and contingency support and complete required annual training to maintain necessary access and certifications.
