Job Description
SABG is hiring a full-time Senior Wargaming Subject Matter Expert (Senior) to support USSTRATCOM/J57 strategic wargaming and experimentation activities under the Strategic Wargaming and Research of Deterrence Support (SWRDS) requirement. The Senior Wargaming SME will provide senior-level expertise in professional military wargame design, development, execution, adjudication, and post-game analysis at the strategic and operational levels. The position will support scenario development; scenario-based deterrence analysis and assessments; testing of USSTRATCOM OPLAN/CONPLAN deterrence actions and integration; hypothesis-based Deterrence Impact Analysis; identification and synthesis of lessons learned; and preparation of professional wargame reports, decision-support products, visualizations, and scenario displays for senior leader audiences. The SME will also provide expertise on U.S. Government decision-making and U.S. relationships with allies and adversaries to support realistic strategic-level wargaming.
This position is contingent upon contract award.

LOCATION: USSTRATCOM, Building 1000, Offutt AFB, NE
RESPONSIBILITIES
EDUCATION AND EXPERIENCE
At a minimum, the ideal candidate will meet the following experience requirements (candidates that exceed these requirements are strongly preferred):
• Minimum of 12 years of experience in professional military wargaming, operational planning, or strategic analysis within the Department of War, Joint Staff, a Combatant Command, or equivalent organization.
• Master's degree (or higher) in Political Science, International Relations, Security Studies, Military Operations, or a related national security field.
• Subject matter expert (SME) knowledge of wargame design, development, execution, adjudication, and post-game analysis at the strategic and operational levels.
• SME knowledge of scenario development, including multi-domain, joint, and interagency scenarios supporting deterrence, OPLAN/CONPLAN assessment, and strategic decision-making.
• Demonstrated SME in deterrence-focused wargaming, including Deterrence Impact Analysis and hypothesis-based experimentation.
• SME knowledge of U.S. Government decision-making processes, including interagency coordination, national-level decision structures, and the roles of elected officials in crisis and deterrence contexts.
• SME knowledge of the transactional nature of U.S. alliances, the imperative of allied burden-sharing, and the competitive dynamics that influence strategic decision-making.
• SME in identifying, capturing, and synthesizing lessons learned from wargames and experiments, and producing high-quality analytic reports and written documentation.
• SME in developing or guiding the creation of professional visualization tools, decision-support products, and scenario displays for senior leader audiences, including the integration of AI-enabled capabilities.
SUPERVISION : This position will support USSTRATCOM/J57 and may coordinate with Government personnel, operational and strategic planners, wargame participants, interagency stakeholders, Combatant Commands, Joint Staff, Service components, allies, and other mission partners in support of wargaming and experimentation activities.
Additional Qualifications:
SYSTEM KNOWLEDGE: Proficiency with Government-provided classified and unclassified workstations, networks, and standard office, collaboration, visualization, modeling, simulation, and decision-support tools used to develop, execute, analyze, and document strategic and operational wargames.
LANGUAGE SKILLS : Ability to read, analyze, synthesize, and interpret complex strategic guidance, operational plans, scenarios, analytic products, and wargame materials. Ability to produce high-quality analytic reports, professional wargame reports, briefings, decision-support products, and written documentation for Government and senior-leader audiences.
MATHEMATICAL SKILLS : Ability to apply structured analytic methods, hypothesis-based experimentation, Deterrence Impact Analysis, and qualitative and quantitative reasoning to wargame design, adjudication, analysis, and assessment.
REASONING ABILITY : Ability to design and assess complex multi-domain, joint, and interagency scenarios; represent U.S. Government and alliance decision dynamics; evaluate deterrence assumptions and OPLAN/CONPLAN integration; synthesize lessons learned; and translate wargame findings into clear decision-support products for senior leaders.
TRAVEL REQUIREMENTS : CONUS and OCONUS travel may be required in support of task order activities. Contractor personnel may be required to travel as passengers on military transportation into non-hostile areas. All travel is subject to Government approval and applicable Joint Travel Regulation requirements.
SECURITY REQUIREMENTS
• Must be a U.S. citizen
• Must possess, at task order award or before commencement of work/replacement approval, a Top Secret (TS) security clearance with eligibility for SCI, NC2, and SAP accesses
• Must comply with the task order DD Form 254 and all applicable USSTRATCOM security instructions, including cybersecurity and physical security requirements
• Must comply with USSTRATCOM in-processing/out-processing procedures and applicable Privacy Act and nondisclosure requirements

- Conduct hypothesis-based Deterrence Impact Analysis to test deterrence assumptions in experimentation.
- Develop/create tools to display visualizations of scenarios, including modeling and simulation outputs, for senior leader audiences.
- Provide wargame expertise relating to the operation of the U.S. Government, including perspectives emulating the decision-making of apolitical U.S. elected officials and the U.S. relationship with allies and adversaries.
