Job Description

SABG is hiring a full-time Wargaming Subject Matter Expert (SME) to support USSTRATCOM/J57 strategic wargaming, experimentation, and deterrence analysis activities. The Wargaming SME will support professional military wargame design, development, execution, adjudication, and analysis at the operational and strategic levels; develop multi-domain and joint scenarios aligned to deterrence and OPLAN/CONPLAN assessment; and apply deterrence concepts, including scenario-based deterrence analysis and Deterrence Impact Analysis. The position will also support representation of U.S. Government decision-making perspectives, integration of USSTRATCOM and Geographic Combatant Command planning activities, collection and synthesis of lessons learned, production of publication-ready analytic reports, and development of visualizations and decision-support products for wargames and senior leader briefings.

This position is contingent upon contract award.

JOB TITLE : Wargaming Subject Matter Expert (SME)
CLEARANCE: Top Secret (TS) with eligibility for Sensitive Compartmented Information (SCI), Nuclear Command and Control (NC2), and Special Access Programs (SAP) accesses
LOCATION: USSTRATCOM, Building 1000, Offutt AFB, NE

RESPONSIBILITIES
  • Assist in war game development and execution, including scenario development, analysis support to wargaming, and identification and tracking of lessons learned.
  • Author professional war game reports documenting analysis, findings, and outcomes.
  • Provide scenario-based deterrence analysis to war gaming activities designed to test USSTRATCOM Operational Plan (OPLAN) and Contingency Plan (CONPLAN) deterrence actions.
  • Provide scenario-based deterrence assessments to war gaming activities evaluating USSTRATCOM OPLAN/CONPLAN integration with other OPLAN/CONPLAN actions.
  • Conduct hypothesis-based Deterrence Impact Analysis to test deterrence assumptions in experimentation.
  • Develop tools to effectively and professionally display visualizations of scenarios, including modeling and simulation outputs.
  • Provide wargame expertise relating to the operation of the U.S. Government, including perspectives emulating the decision-making of apolitical U.S. elected officials and the U.S. relationship with allies and adversaries.
  • Apply demonstrated knowledge of wargame design, development, execution, adjudication, and analysis at the operational or strategic level.
  • Support scenario development for wargames, including multi-domain and joint scenarios aligned to deterrence, OPLAN/CONPLAN assessment, or strategic decision-making.
  • Apply demonstrated knowledge of deterrence concepts, including scenario-based deterrence analysis and/or Deterrence Impact Analysis.
  • Accurately represent interagency or national-level perspectives during wargame play, applying knowledge of U.S. Government decision-making processes.
  • Apply demonstrated knowledge of the transactional nature of U.S. alliances, the imperative of allied burden-sharing, and competitive dynamics that influence strategic decision-making.
  • Apply demonstrated knowledge of joint planning processes, strategic military operations, and the integration of USSTRATCOM OPLAN/CONPLAN activities with Geographic Combatant Command plans.
  • Collect, organize, and synthesize observations and lessons learned from wargames or experiments, producing Department of War (DoW)-formatted, comprehensive, publication-ready written and analytic reports.
  • Develop visualizations, decision-support products, or scenario displays used in wargame execution or senior leader briefings, including the integration of AI-enabled or advanced technology capabilities.


EDUCATION AND EXPERIENCE

At a minimum, the ideal candidate will meet the following experience requirements (candidates that exceed these requirements are strongly preferred):

• Minimum 7 years of experience and demonstrated expertise in professional military wargaming, operational planning, strategic analysis, or related work within the Department of War (DoW), Joint Staff, a Combatant Command, or equivalent organization.

• Bachelor's degree (or higher) in STEM, history, political science, or a related field required.

• Demonstrated knowledge of wargame design, development, execution, adjudication, and analysis at the operational or strategic level.

• Experience supporting scenario development for wargames, including multi-domain and joint scenarios aligned to deterrence, OPLAN/CONPLAN assessment, or strategic decision-making.

• Demonstrated knowledge of deterrence concepts, including scenario-based deterrence analysis and/or Deterrence Impact Analysis.

• Demonstrated knowledge of U.S. Government decision-making processes and ability to accurately represent interagency or national-level perspectives during wargame play.

• Demonstrated knowledge of the transactional nature of U.S. alliances, the imperative of allied burden-sharing, and competitive dynamics that influence strategic decision-making.

• Demonstrated knowledge of joint planning processes, strategic military operations, and integration of USSTRATCOM OPLAN/CONPLAN activities with Geographic Combatant Command plans.

• Experience collecting, organizing, and synthesizing observations and lessons learned from wargames or experiments and producing DoW-formatted, comprehensive, publication-ready written and analytic reports.

• Experience developing visualizations, decision-support products, or scenario displays used in wargame execution or senior leader briefings, including integration of AI-enabled or advanced technology capabilities.

SUPERVISION : This position will support USSTRATCOM/J57 and may coordinate with Government personnel, operational and strategic planners, wargame participants, interagency stakeholders, Combatant Commands, Joint Staff, Service components, allies, and other mission partners in support of wargaming and experimentation activities.

Additional Qualifications:
  • Prior direct experience supporting USSTRATCOM, another Combatant Command, Joint Staff, or an equivalent national security organization on wargaming or deterrence issues.
  • Experience collaborating with deterrence analysis efforts supporting mission analysis, courses of action development, or deterrence impact assessment.
  • Experience with allied burden-sharing analysis or assessment of allied contributions to collective deterrence.
  • Familiarity with emerging AI-enabled analytic or visualization tools and their application to wargame execution and decision-support products.
  • Experience supporting strategic deterrence education initiatives or engagements with JPME-accredited institutions and service academies.
  • Ability to work effectively with Government, Joint, interagency, and other mission stakeholders
  • Strong analytical, organizational, written, and oral communication skills.


SYSTEM KNOWLEDGE: Microsoft Office Suite and standard Government planning, collaboration, presentation, data visualization, modeling/simulation, and decision-support tools applicable to wargaming activities.

LANGUAGE SKILLS : Ability to read, analyze, and interpret strategic guidance, OPLAN/CONPLAN-related materials, wargame documentation, and deterrence analysis products. Ability to prepare DoW-formatted, publication-ready reports, briefings, scenario materials, lessons learned, and other analytic documentation.

MATHEMATICAL SKILLS : Ability to apply structured analytic, quantitative, and qualitative reasoning in support of wargame design, scenario analysis, deterrence assessment, experimentation, and decision-support activities.

REASONING ABILITY : Ability to analyze complex strategic and operational problems, develop and assess scenarios, represent interagency or national-level perspectives during wargame play, synthesize observations, and translate findings into decision-support products for senior leaders.

TRAVEL REQUIREMENTS : CONUS and OCONUS travel may be required in support of task order activities. Contractor personnel may be required to travel as passengers on military transportation into non-hostile areas. All travel is subject to Government approval and applicable Joint Travel Regulation requirements.

SECURITY REQUIREMENTS

• Must be a U.S. citizen

• Must possess, at task order award or before commencement of work/replacement approval, a Top Secret (TS) security clearance with eligibility for SCI, NC2, and SAP accesses

• Must comply with the task order DD Form 254 and all applicable USSTRATCOM security instructions, including cybersecurity and physical security requirements

• Must comply with USSTRATCOM in-processing/out-processing procedures and applicable Privacy Act and nondisclosure requirements

WORK ENVIRONMENT : Work is primarily performed at USSTRATCOM, Building 1000, Offutt AFB, Nebraska, with access to classified and unclassified Government facilities, systems, and networks. Off-site or remote work may be authorized by the Government for situational conditions. Personnel must provide exercise and contingency support and complete required annual training to maintain necessary access and certifications.
