About the Role:

We are seeking a highly experienced Intelligence Transformation & Innovation Advisor to provide strategic guidance and technical leadership for intelligence modernization initiatives. This role will help shape future intelligence capabilities by identifying emerging technologies, addressing operational capability gaps, and driving innovation across complex intelligence environments.

The ideal candidate combines deep intelligence community experience with expertise in modernization strategy, capability development, program leadership, and executive-level stakeholder engagement. This individual will advise senior leaders, coordinate cross-functional initiatives, and translate strategic priorities into actionable plans that improve intelligence capabilities and mission effectiveness.

Location: On-Site, Fort Belvoir, VA (No relocation assistance provided)

Responsibilities:
  • Advise senior leadership on intelligence modernization priorities, transformation strategies, and emerging capabilities.
  • Evaluate emerging technologies and recommend solutions that address intelligence mission requirements and operational capability gaps.
  • Lead the planning, development, and coordination of strategic roadmaps, modernization plans, capability assessments, and executive-level recommendations.
  • Guide the development and evaluation of pilot programs, proofs of concept, and innovative technology initiatives.
  • Coordinate with military, government, intelligence community, and industry stakeholders to align modernization efforts and advance mission objectives.
  • Assess software- and hardware-intensive systems, including technical capabilities, integration considerations, lifecycle requirements, and implementation risks.
  • Lead technical exchanges, capability demonstrations, strategic reviews, and cross-functional working groups.
  • Develop and deliver executive briefings, strategic reports, technical assessments, and recommendations for senior decision-makers.
  • Support program planning, resource prioritization, capability development, and acquisition-related documentation.
  • Drive knowledge management, data literacy, workforce development, and organizational innovation initiatives.
  • Identify modernization opportunities, assess implementation risks, and recommend approaches that improve organizational effectiveness and mission readiness.

Minimum Qualifications:
  • Master's degree and 15+ years of program or project management experience, or a bachelor's degree and 20+ years of program or project management experience.
  • At least 15 years of military or civilian intelligence experience at the national, operational, or tactical level.
  • Demonstrated experience in one or more intelligence disciplines, including SIGINT, GEOINT, HUMINT, counterintelligence, OSINT, all-source analysis, or collection management.
  • At least 10 years of experience leading or advising intelligence modernization, transformation, or innovation initiatives.
  • Experience defining strategic objectives, program deliverables, capability requirements, and measurable outcomes.
  • Demonstrated ability to advise senior leaders and influence stakeholders across military, government, intelligence, and industry organizations.
  • Strong understanding of intelligence operations, modernization processes, and relevant defense or intelligence enterprise architecture frameworks.
  • Experience supporting Multi-Domain Operations (MDO) or organizational data literacy initiatives.
  • Excellent written, verbal, analytical, and executive briefing skills.

Preferred Qualifications:
  • Experience supporting Army intelligence organizations or large-scale intelligence modernization programs.
  • Familiarity with intelligence enterprise architecture, including the Department of Defense Architecture Framework (DoDAF).
  • Experience developing strategic plans, resource planning inputs, acquisition documentation, and capability development packages.
  • Experience leading executive-level reviews, operational planning teams, cross-functional working groups, and multi-agency coordination forums.
  • Demonstrated success designing, managing, or evaluating pilot programs, proofs of concept, or rapid capability initiatives.
  • Knowledge of electronic warfare, cyber operations, terrestrial intelligence, aerial and space-based intelligence, or data-centric intelligence capabilities.
  • Experience implementing knowledge management frameworks, data literacy programs, or workforce transformation initiatives.
  • Ability to translate complex technical concepts into clear strategic recommendations for senior leadership.
