Strategic Analysis, Inc. is seeking an experienced Principal Technical Program Manager, Cyber & Advanced Systems to support Department of War (DoW) science and technology (S&T), research and development (R&D), and advanced capability-transition efforts.
The ideal candidate combines hands-on technical credibility in cybersecurity, software assurance, vulnerability research, reverse engineering, embedded or cyber-physical systems, and advanced computing with the programmatic ability to lead complex technical portfolios. This individual will translate mission needs into executable technical plans; assess technical performance, risk, cost, and schedule; coordinate government, contractor, industry, and intelligence-community stakeholders; and prepare clear, decision-ready products for senior leaders.
This role requires a technically fluent leader who can engage engineers and researchers at the implementation level while managing the programmatic disciplines necessary to move advanced capabilities from concept through demonstration, integration, and transition.
Key Responsibilities:
• Provide technical and programmatic leadership for advanced cyber, software assurance, hardware security, and cyber-physical systems efforts.
• Advise government leadership on technical feasibility, program execution risk, technology maturity, integration dependencies, and transition strategy.
• Assess technical approaches involving vulnerability research, fuzzing, reverse engineering, static and dynamic analysis, embedded systems, software supply-chain assurance, and DevSecOps/continuous integration-continuous delivery (CI/CD) environments.
• Develop and maintain program execution artifacts, including integrated schedules, technical roadmaps, risk registers, decision papers, executive briefings, read-aheads, status reports, and transition plans.
• Coordinate technical reviews, stakeholder engagements, working groups, demonstrations, and program reviews across DoW, Intelligence Community, industry, academia, and other mission partners.
• Support acquisition and financial-management activities, including cost analysis, spend-plan development, earned value management, contract deliverables, and performance monitoring.
• Identify and mitigate technical, schedule, cost, security, and integration risks affecting advanced capability development and operational transition.
Required Experience:
• 7+ years of progressively responsible experience supporting DoW, Intelligence Community, federal, or national-security technical programs.
• Demonstrated experience leading or materially supporting complex technical programs involving cybersecurity, software assurance, advanced computing, embedded systems, cyber-physical systems, or related technology areas.
• Strong technical background in one or more of the following:
• Vulnerability research, reverse engineering, exploit mitigation, or binary analysis
• Fuzzing, test automation, software assurance, or secure software development
• Static or dynamic program analysis, compiler tooling, instrumentation, or debugging
• Embedded, Android, Internet of Things (IoT), hardware-in-the-loop, FPGA, or cyber-physical systems
• DevSecOps, CI/CD pipelines, automated testing, or software supply-chain security
• Demonstrated experience developing and managing technical roadmaps, schedules, milestones, technical risks, dependencies, and transition plans.
• Experience preparing executive-level briefings, decision memoranda, read-aheads, technical reports, and program-review materials.
• Strong written and verbal communication skills, with demonstrated ability to convert complex technical material into decision-ready products.
• Ability to work independently, prioritize competing requirements, and lead cross-functional teams.
Preferred Experience:
• Experience supporting DARPA, DoW S&T/R&D organizations, U.S. Special Operations Command, U.S. Cyber Command, Defense Intelligence Agency, or Intelligence Community customers.
• Experience with cybersecurity research programs involving hardware/software reverse engineering, automated vulnerability discovery, fuzzing, mobile security, sandboxing, or secure platform development.
• Experience using Microsoft Project, Excel, PowerPoint, and data-visualization tools to manage and communicate program performance.
Education:
• Bachelor’s degree in computer science, computer engineering, electrical engineering, cybersecurity, systems engineering, mathematics, physics, or a related technical field required.
• Advanced degree in a technical discipline, business administration, public policy, national security, or program management preferred.
• Additional qualifying experience may be considered in lieu of a degree.
