ASRC Federal is seeking an experienced Program Manager to lead complex federal IT modernization initiatives in Washington, DC. The ideal candidate will have a strong background in program management, technology transformation, and federal government contracting, with demonstrated success managing multidisciplinary technical teams, budgets, schedules, and program deliverables.

This position requires strong leadership, customer relationship management, and the ability to successfully execute programs in a dynamic environment.

Clearance Required: Active Secret Clearance
Citizenship: U.S. Citizenship Required

Key Responsibilities
  • Manage the overall cost, schedule, technical performance, and successful delivery of assigned programs.
  • Serve as the primary point of contact for government customers, conducting program reviews and providing updates on performance, milestones, risks, and deliverables.
  • Lead complex IT modernization and technology transformation initiatives, ensuring alignment with customer objectives and contractual requirements.
  • Oversee multidisciplinary technical teams supporting cloud migration, application development, networking, database optimization, maintenance, and related IT services.
  • Establish program objectives, milestones, master schedules, and performance metrics to monitor progress and ensure timely delivery.
  • Identify program risks, technical challenges, and resource constraints, and implement appropriate corrective actions.
  • Coordinate engineering, development, integration, and testing activities to ensure technical requirements are achieved.
  • Direct and oversee employees assigned to the program, ensuring effective resource allocation and team performance.
  • Support business development efforts and identify opportunities to expand existing programs and services.
  • Manage changing priorities while maintaining program execution, quality, and customer satisfaction.

Required Qualifications
  • Minimum of 10 years of project management experience, including at least 5 years managing federal IT modernization initiatives.
  • Demonstrated experience leading complex IT transformation and modernization programs.
  • Proven ability to manage cross-functional technical teams across multiple IT disciplines, including cloud migration, application development, networking, and database management.
  • Strong understanding of program budgeting, scheduling, risk management, and technical performance.
  • Experience managing federal government customers, contractual requirements, and program deliverables.
  • Excellent leadership, communication, organizational, and problem-solving skills.
  • Demonstrated ability to manage competing priorities and deliver results in a fast-paced environment.
  • Active Secret security clearance required.
  • U.S. Citizenship required.
  • Ability to work onsite in downtown Washington, DC.

Preferred Qualifications
  • Project Management Professional (PMP) certification strongly preferred.
  • Understanding of data engineering concepts and related technologies.
  • Experience supporting large-scale federal IT modernization and systems integration initiatives.
