GS-07 SPECIALIZED EXPERIENCE:
Applicant have one year of specialized experience equivalent to at least the GS-05 level, or equivalent, in federal service or other pay systems which include knowledge of the principles, concepts, and theories of the classified title, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments, in addition to the knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives
OR EDUCATION: Applicant musthave successfully completed 1 full year of graduate level education or superior academic achievement, in a related field. NOTE : You must submit copies of your college transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. Analyzes financial activities and develops and charts functional logic for new and revised automated financial management systems and effectively presents financial management needs to program managers, engineers, information technology specialists etc.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to analysis of financial data. Knowledge of DoD acquisition requirements, development, and approval processes. Knowledge of the requirements, techniques, procedures, and practices of generally accepted accounting principles and standards. Skill in formulating, justifying, and/or analyzing financial requirements of the assigned program. Ability to communicate, plan, organize work, and meet deadlines. Ability to gather, assemble, and analyze data using financial systems to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems.

- Provides financial management and advisory oversight of expenditures to ensure propriety and compliance with financial, fiscal and auditing directives specific to the life cycle management of major weapon system(s)/ subsystem(s) programs, encompassing both unclassified programs as well as advanced programs.
- Formulates, establishes, and implements financial management policies, instructions, and procedures on all matters relating to programming, budgeting, funding, forecasting, and status of funds for both unclassified programs as well as advanced programs.
- Responsible for all aspects of the formulation, development, and execution of budgets, financial plans, and multi-year programs required to properly fund and meet program resource requirements across both unclassified programs as well as advanced programs.
