Job Description
Rmantra Solutions is seeking a highly skilled Chemical Security and Elimination Subject Matter Expert (SME) to serve as a primary technical and programmatic advisor supporting critical international threat reduction initiatives. This position integrates technical acumen, interagency coordination, and strategic analysis to inform policy, acquisition, and operational decision-making.
The ideal candidate will focus on improving the chemical security and response capabilities of partner nations, ensuring deep integration with National Defense Strategy priorities, Combatant Command plans, and Global Threat Reduction (GTR) objectives through rigorous evaluation and technical oversight.
Primary Responsibilities
• Capability & Vulnerability Assessments: Conduct comprehensive chemical response capability assessments and vulnerability analyses of foreign partners. Identify operational strengths and deficiencies to support client mission objectives and advance country-specific projects.
• Technical Advisory Operations: Respond to real-time technical and chemical security questions from program clients and international partners. Provide expertise across chemical detection, chemical field analysis, sampling operations, decontamination processes, and chemical warfare agents.
• Deliverables & Staff Products: Synthesize complex data into high-quality staff products to support senior leadership decision-making (e.g., formal decision papers, action memos, talking points, and executive briefings). Write technical comments and reports tailored strictly to the intended audience.
• Sustainment Frameworks: Develop and implement sustainment and transition frameworks that ensure enduring partner-nation capability and self-sufficiency post-implementation.
• Program & Logistics Management: Partner with project analysts to support the technical aspects of lifecycle project management. Coordinate OCONUS travel logistics and contribute to trip books, after-action reports (AARs), and detailed summaries.
• Acquisition Support: Advise clients on strategic sourcing and sustainment approaches. Review and develop statements of work (SOW), work breakdown structures (WBS), independent cost estimates (ICE), source selection criteria, and technical contractor proposals.
Basic Qualifications
• Experience: 5+ years of directly relevant experience within Countering Weapons of Mass Destruction (CWMD) or Chemical, Biological, Radiological, and Nuclear (CBRN) defense environments.
• Clearance: Active U.S. Department of Defense (DoD) Secret clearance. (U.S. Citizenship required).
• Core Chemistry Foundations: Demonstrated basic understanding of chemistry fundamentals (e.g., graduate/completed course from Basic CBRN Defense School, Basic EOD Technician training, or Hazmat Technician certification).
• Technical Familiarity:
• Familiarity with the theory and operation of CBRN Detection and Identification Systems (including, but not limited to: IMS, PID, FTIR, Raman, GC/MS, LC/MS).
• Familiarity with Chemical Warfare Agents (CWAs, including 4th Generation Agents), Pharmaceutical-Based Agents (PBAs), emerging threats, and delivery systems.
• Operational Readiness: Proven ability to integrate chemical safety, security, and elimination disciplines into operational readiness frameworks and risk management plans.
• Consulting & Staffing Skills: Highly proficient in staffing processes, information assimilation, and utilizing Microsoft Office Tools to build executive-ready materials.
Preferred Qualifications
• Advanced Experience: 10+ years of relevant CWMD/CBRN experience and/or advanced specialized education.
• Clearance Upgrade: Active DoD Top Secret/SCI eligibility.
• Advanced Chemistry Foundations: Expert understanding of chemistry fundamentals (e.g., past experience with a Civil Support Team (CST), Master EOD Technician designation, or Hazmat Specialist certification).
• Hands-on Technical Expertise: Formal operator training on CBRN Detection and Identification Systems and a working knowledge of Chemical Forensics.
• Interagency & International Coordination: Demonstrated experience coordinating initiatives across the Department of Defense (DoD), Department of Homeland Security (DHS), and US National Laboratories, alongside a track record of working with international partners to reduce CBRN threats.
• Regulatory Compliance: Deep understanding of United States and international regulations relevant to the transportation of dangerous goods (IATA, CFR 49, ADR 2019, etc.) and global chemical security best practices.
