Location: Hybrid -Preferred Hanscom AFB, MA or Montgomery, AL
As a Jira Developer / Administrator, you will be responsible for administering, maintaining, and enhancing self-hosted Jira and Confluence environments supporting the Cloud One program. You will configure workflows, automation, permissions, dashboards, plugins, and reporting solutions while ensuring system reliability, security, governance, and alignment with Agile and SAFe processes.
You will also support Atlassian upgrades, migrations, integrations, backups, re-indexing, patching, and environment consolidations. In this role, you will work closely with technical teams, program leadership, and government stakeholders to improve processes, troubleshoot issues, and deliver scalable Jira and Confluence solutions across a large enterprise environment.
RESPONSIBILITIES
Administer and maintain self-hosted Jira and Confluence environments.
Configure workflows, screens, fields, permissions, dashboards, filters, and JQL queries.
Develop automation using Jira Automation and ScriptRunner.
Manage users, groups, roles, permissions, and security controls.
Perform backups, re-indexing, patching, upgrades, and plugin administration.
Test Atlassian application and plugin upgrades for compatibility and stability.
Support Jira and Confluence migrations, integrations, and environment consolidations.
Conduct system and security audits and implement governance controls.
Develop dashboards and reporting solutions for program and leadership stakeholders.
Integrate Atlassian tools with AWS-hosted environments and enterprise systems.
Develop SOPs, workflow diagrams, system documentation, CONOPS, and user guides.
Provide training and technical support to users and program stakeholders.
Partner with Agile teams to improve processes and align Jira configurations with Agile and SAFe practices.
Support Jira-based analytics, performance tracking, incident management, and operational reporting.
Provide technical support to operational strategies aligned within your program and initiatives that optimize processes, enhance productivity, and ensure quality across all program functions
Ensure 100% of planned hours are worked and recorded
Identify and forward to your leadership any opportunities that could lead to growth within your work area
Participate in growth efforts as requested
Ensure all contractual deliverables are met/exceeded to the customer's satisfaction
Complete personal PDP and attend Staff Meeting and Storytime (with camera on)
Within your program, build productive and positive professional relationships with clients
Execute all contract requirements as assigned in accordance with the contract specific LCAT and requirements
Perform other related duties as assigned
KEY QUALIFICATIONS
Clearance: Active Secret Clearance
Education and Experience: Bachelor’s degree with 4+ years of relevant experience. Additional experience may be considered in lieu of a degree. 3+ years of hands-on Jira and Confluence administration experience in an enterprise environment.
Experience administering self-hosted Jira and Confluence environments.
Experience with Jira workflow design, automation, permissions, and plugin administration.
Experience with Jira Automation, ScriptRunner, and JQL.
Experience creating custom dashboards, filters, and reporting solutions.
Experience performing backups, audits, re-indexing, patching, and upgrades.
Experience with Atlassian installations, migrations, upgrades, or environment consolidations.
Experience integrating or supporting Atlassian environments hosted in AWS.
Experience supporting Agile or SAFe delivery environments.
Strong troubleshooting, analytical, documentation, and stakeholder communication skills.
DoD 8570 / 8140 IAT Level II certification
At least one cloud certification
PREFERRED ADDITIONAL QUALIFICATIONS
Advanced JQL experience
Experience supporting large federal programs and advising government stakeholders on Atlassian best practices
Experience monitoring Atlassian infrastructure hosted on AWS
Experience developing documentation, training content, and architecture diagrams for enterprise users
Experience with Active Directory administration
$92,844 - $105,000 a year
There are a host of factors that can influence final salary including, but not limited to, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, geographic location, education, and certifications.
