Contractor Program Manager (CPM) – Program Manager II

Location:        Colorado Springs, CO (Schriever SFB / Peterson SFB)

Clearance:      TS/SCI; must meet applicable DoD 8140 requirements

Education:     Bachelor’s Degree or equivalent directly relevant experience

Outcomes:

·         Lead successful execution of the Mission Delta 6 Enterprise Cybersecurity & Cyberspace Operations Support (ECCOS) contract in accordance with PWS requirements, schedules, priorities, and deliverables.

·         Maintain a qualified, cleared, trained, and mission-ready workforce capable of sustaining uninterrupted operations and meeting Government requirements.

·         Establish disciplined management controls that produce complete, accurate, timely, and responsive contract deliverables and positive Government performance feedback.

·         Provide Government leadership with timely decision-quality information on staffing, performance, risks, continuity, and issue resolution.

Responsibilities:

The Contractor Program Manager (CPM) will lead overall contract performance for Mission Delta 6’s Enterprise Cybersecurity & Cyberspace Operations Support (ECCOS) effort. The CPM is accountable for service delivery, workforce readiness, Government coordination, risk management, continuity, subcontractor performance, and the quality and timeliness of all contract deliverables.

The CPM will serve as Gemini’s senior contract leader and primary management interface with the Contracting Officer (CO), Government Program Manager (GPM), and other Government leadership. The CPM will ensure clear lines of authority, disciplined execution, effective communication, and rapid resolution of issues affecting mission performance.

Functions and Tasks:

·         Direct day-to-day contract operations and ensure performance aligns with PWS requirements, schedules, priorities, service levels, and deliverables.

·         Serve as the primary contractor liaison to the Contracting Officer (CO), Government Program Manager (GPM), and other Government leadership.

·         Maintain clear organizational lines of authority and accountability across the prime contractor and subcontractor team.

·         Oversee subcontractor performance, issue resolution, corrective actions, and coordination to ensure integrated mission delivery.

·         Provide timely management updates, executive briefings, risk notifications, staffing status, and decision-quality information to Government leadership.

·         Ensure qualified personnel are recruited, cleared, trained, scheduled, retained, and available to meet mission requirements.

·         Monitor staffing levels, vacancies, clearance status, workforce readiness, and retention trends; take proactive action to prevent mission degradation.

·         Oversee crisis-continuity support and mission-essential workforce planning to sustain uninterrupted operations during contingencies and other disruptions.

·         Establish and enforce management controls that ensure deliverables are complete, accurate, on time, compliant, and responsive to Government expectations.

·         Manage program risks, issues, schedules, performance metrics, customer coordination, and contract deliverables; elevate matters requiring Government decision or support.

·         Promote continuous process improvement, disciplined performance management, and responsive customer service across the ECCOS workforce.

Qualifications:

·         Bachelor’s Degree in business, management, information technology, cybersecurity, or a related field required.

·         Ten (10) or more years of progressively responsible program or contract management experience, including at least five (5) years managing DoD technical or cybersecurity programs.

·         Demonstrated experience managing complex staffing, performance, risk, schedules, customer coordination, and contract deliverables.

·         Active TS/SCI clearance and ability to maintain required access.

·         Ability to satisfy applicable DoD 8140 workforce requirements.

·         Strong executive communication, leadership, problem-solving, and stakeholder-engagement skills.

The following qualifications are desired:

·         Project Management Professional (PMP) certification.

·         PMI Certified Professional in Managing AI (PMI-CPMAI)

·         Prior experience supporting the U.S. Space Force or comparable Department of Defense cyber or technical missions.

·         Experience leading large, distributed, multi-functional contractor teams and subcontractor partners in a mission-critical environment.

Travel: Travel may be required to attend customer meetings, program reviews, training events, or mission-related activities as directed.
