Job Description

Duties

  • Manages the full lifecycle of acquisition planning and contract administration
  • Serves as a Contracting Officer's Representative (COR)
  • Develops acquisition strategies, reviews solicitation packages and contract types, monitors administration (funding, cost adjustments, closeouts), and validates DA/DoD tasker reports.
  • Advises program officials in procurement planning meetings, assists with statements of work, analyzes contractor costs
  • Develops innovative contracting approaches, solves complex or ambiguous regulatory problems, and ensures compliance with DA/DoD regulations.
  • Plans and publishes guidance and training materials for acquisition personnel, oversees the Government Purchase Card (GPC) program, validates contractor manpower and budget data (PDC, CMRA)
  • Supervises subordinate employees, sets priorities, assigns work
  • Evaluates performance, interviews and recommends candidates for hire, resolves complaints, handles minor disciplinary actions, and identifies staff training and development needs.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent to be able to obtain and maintain a determination of eligibility for a Top -Secret clearance or access for the duration of employment. A background investigation and credit check are required.

In order to qualify, you must meet the Specialized Experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service which includes work that involves: 1) Pre-award to post-award acquisition planning, milestone tracking, compliance reviews, and complex contract modifications, and; 2) advising program officials, developing SOW's, determining pricing strategies, and solving complex regulatory hurdles, and; 3) Serves as a Contracting Officer's Representative (COR) for contracts when so designated by a Contracting Officer. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).

  • The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-03 is equal to the former GS-12 Step 01 through GS-13 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $158,322 (w/locality).
