The United States Space Force (USSF) at Patrick AFB, Brevard, FL is searching for an Information Systems Security Manager to support SYD 80/SZ (NH-2210-03, GS 12/13 equivalent).
Description:
To be successful in this position, our next NH-03 ISSM must possess a strategic blend of deep technical expertise, bureaucratic navigation skills, and proactive leadership. They will serve as the cybersecurity anchor for their assigned systems. The ideal candidate will embody the following: Proactive Self-Starter (Trait): Operating at the NH-03 level requires a high degree of autonomy. The ideal candidate does not wait for tasking; they actively anticipate Risk Management Framework (RMF) bottlenecks, independently manage complex security packages, and drive continuous monitoring efforts without needing top-down direction. RMF Subject Matter Expert (Skill): They must possess an authoritative, research-backed understanding of DoD cybersecurity policies (e.g., DoDI 8510.01, NIST SP 800-53) and extensive hands-on experience with tools like eMASS. They must go beyond simply "checking boxes" to thoughtfully integrating security into the system's operational lifecycle. Strategic Collaborator & Communicator (Trait): Cybersecurity cannot happen in a silo, and a civilian ISSM must seamlessly navigate a blended workforce. This candidate must excel at building consensus across military leadership, system engineers, and defense contractors. They must be able to translate highly technical cyber risks into clear, actionable mission and programmatic impacts for Authorizing Officials (AOs). Research-Focused Problem Solver (Mix): The defense cyber threat landscape and DoD mandates are constantly evolving. We need an ISSM who naturally dives deep into threat intelligence and emerging security frameworks. They should be continuous learner who researches novel mitigation strategies and creatively applies them to both legacy systems and new acquisitions. Resilient & Objective Analyst (Trait): Navigating DoD bureaucracy and resolving system vulnerabilities requires patience and persistence. When incidents occur or roadblocks arise, the ISSM must remain objective and analytical, conducting thorough root-cause analyses and steadily guiding the team through complex remediation phases.
Ideal Candidate:
The ideal candidate will possess a robust background in Department of Defense (DoD) or federal cybersecurity operations, supported by a Bachelor's degree in Cybersecurity, Information Technology, Computer Science, or a related technical discipline. Crucially, the candidate must hold an active DoD 8140/8570.01-M Information Assurance Management (IAM) Level II or III certification (such as a CISSP, CISM, CASP+ CE, or CGRC). We are seeking a seasoned professional with a minimum of three to five years of specialized experience actively navigating the Risk Management Framework (RMF) lifecycle and conducting Assessment and Authorization (A&A) activities. A proven, hands-on track record of utilizing eMASS, implementing NIST SP 800-53 security controls, developing comprehensive System Security Plans (SSPs), and driving continuous monitoring programs within secure or classified environments is essential for success at the NH-03 level.
Key Skills and Abilities:
1: Knowledge of a wide range of IT cybersecurity principles, concepts, and methods.
2: Knowledge of the organization's policy and planning formulation process along with its missions and objectives to prepare IT polices and plans.
3: Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements.
4: Knowledge of system architecture, integration techniques, and testing methods.
5: Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments.
6: Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.

- Must be a U.S Citizen.
- Must be able to obtain and maintain a Top-Secret / SCI security clearance.
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- Incumbent may be required to work non-standard duty hours (evenings/weekends), overtime, or credit hours, and remains subject to recall during exercises, contingencies, or emergency situations.
- Department of Defense Cyber Workforce Framework (DCWF) work roles compliance is required within 6 months of the established employee EOD
- Employee must within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, "Confidential Financial Disclosure Report.
- This position will close after 5 business days or 75 applications, whichever comes first.
- Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework".
- Subject to Temporary Duty Assignment (TDY): Approximately 25 days per year.
