The Mid-Level Human Resource Specialist provides broad human resources support across major aspects of NSWC human resources management. This role applies experience in human resources, organizational processes, and functional improvement to support HR operations and organizational requirements. The successful candidate will be comfortable analyzing HR processes, identifying opportunities for improvement, and supporting human resources functions within a Federal Agency environment.

The Mid-Level Human Resource Specialist provides broad human resources support across major aspects of NSWC human resources management. This role applies experience in human resources, organizational processes, and functional improvement to support HR operations and organizational requirements. The successful candidate will be comfortable analyzing HR processes, identifying opportunities for improvement, and supporting human resources functions within a Federal Agency environment.
Responsibilities
- Provide broad support for all aspects of NSWC human resources management.
- Analyze and support major human resources processes, functions, and organizational requirements.
- Evaluate existing HR processes and identify opportunities to improve efficiency, effectiveness, and service delivery.
- Support the management and continuous improvement of human resources programs and processes.
- Research, analyze, and organize HR-related information to support organizational needs and decision-making.
- Assist with the development, implementation, and improvement of HR processes, procedures, and organizational functions.
- Support Federal Agency human resources requirements and organizational initiatives.
- Coordinate with HR personnel, organizational leadership, and other stakeholders to address human resources needs.
- Prepare and maintain HR-related documentation, reports, and other supporting materials.
- Provide analytical and administrative support for human resources activities and organizational initiatives.
- Work independently and collaboratively to manage assigned HR responsibilities and support organizational priorities.
- Maintain attention to detail, confidentiality, and professionalism when handling human resources information.
Qualifications
- Bachelor's degree (BA/BS) in human resources, business administration, management, or another relevant field is desired. An Associate's degree (AA/AS) and two (2) additional years of experience may be substituted for the Bachelor's degree.
- Five (5) years of recent experience analyzing, managing, and improving major aspects of human resources, organizational processes, and functions is desired.
- A minimum of two (2) years of experience working in a Federal Agency environment is desired.
- Demonstrated experience analyzing and improving HR processes and organizational functions.
- Strong organizational, analytical, communication, and problem-solving skills.
- Ability to work independently and collaboratively with HR professionals, leadership, and organizational stakeholders.
- Active Secret security clearance or the ability to obtain and maintain a Secret clearance.
Preferred Qualifications:
- Experience supporting U.S. Government or Department of Defense human resources organizations.
- Experience supporting Naval or NSWC organizations.
- Experience with organizational process improvement and functional analysis.
- Experience developing or improving HR procedures, processes, and supporting documentation.
- Familiarity with Federal human resources policies, processes, and organizational practices.
