Job Description
Akima Mission Optimization (AMO) is seeking a Facilities Management Specialist to provide on-site support at NSWC Dahlgren Division, Corporate Operations Department. The successful candidate will serve as a Subject Matter Expert (SME) in facilities planning, space management, facilities data systems, and Sustainment, Restoration, and Modernization (SRM) program support.

Responsibilities
- Serve as Subject Matter Expert (SME) in facilities planning, space management strategies, and Basic Facilities Requirements.
- Provide expertise in the Facilities Data Management System (FDMS), Facilities Service Request Module (FSRM), Personnel Locator System, Internet Navy Facilities Assets Data Store (iNFADS), and NAVFAC's MAXIMO system.
- Act as database administrator for FDMS and FSRM, ensuring accurate data entry, maintenance, and system integrity.
- Provide administrative and technical assistance in support of the Sustainment, Restoration, and Modernization (SRM) program, including tracking project progress, coordinating funding, and supporting issue resolution.
- Plan, coordinate, and facilitate Infrastructure Board (IB) meetings, including scheduling, preparing materials, recording decisions, and managing follow-up actions.
- Schedule and coordinate Facilities Tactical Group (FTG) activities such as planning meetings, facility inspections, walkthroughs, and observations.
- Serve as NSWCDD's SME for space management and utilization data, providing analysis, problem resolution, and customer support to technical and operational stakeholders.
- Lead and coordinate the annual NSWCDD SRM project selection and ranking process.
- Track the progress of approved SRM projects, identify issues, coordinate resolution, and ensure alignment with NSWCDD, NAVFAC, NAVSEA, and NSASP requirements.
- Represent NSWCDD in facilities and space management matters, collaborating with facility sponsors, NAVFAC, and internal leadership.
Qualifications
- Must currently hold an active DoD-issued Interim-Secret (or higher) security clearance.
- Four (4) years of experience serving as a subject matter expert in analytical techniques used to develop facilities recommendations, management studies, or space planning.
- Ability to prepare written reports, technical documentation, and oral presentations related to facilities and space management.
- Demonstrated ability to serve as an advisor on facilities topics and represent a large RDT&E organization on facilities matters.
- Working knowledge of Navy Working Capital Fund (WCF) principles.
- Expert knowledge of Navy facilities and space management regulations, policies, practices, and procedures.
- Broad knowledge of Navy public works services sufficient to analyze services, costs, constraints, and alternative courses of action.
- Ability to develop facilities requirements and cost analyses within an RDT&E environment.
- Knowledge of facilities and space management automated tools (e.g., FDMS, FSRM, MAXIMO, iNFADS).
- Ability to conduct indoor and outdoor facility tours in various weather conditions for assessment purposes.
- Highly proficient in MS Office (Word, Excel, PowerPoint, Teams).
- Strong analytical, organizational, and communication skills.
Desired Qualifications:
- Experience supporting NAVFAC or Navy facilities programs.
- Familiarity with Infrastructure Board or FTG processes.
- Experience managing SRM or capital planning projects.
- Prior experience working with Navy ERP, WCF-funded organizations, or RDT&E environments.
