Job Description

Five Rivers Analytics (FRA), an Akima company, is looking for a Program Manager to work in Colorado Springs, CO. to manage the multi-functional Program Management Office (PMO) supporting the Satellite Control Network Tracking Station Operations, Remote Site, and Mission Partner Support (STORMS) Program. The PMO Manager will administer AKIMA policies and procedures, oversee the day-to-day contract performance and assist with start-up of new Task Orders. Lead and direct PMO employees supporting the STORMS contract and providing consistent support to the 10 world-wide locations. Ideal candidate will have at least 10 years of experience supporting DoD programs, accountable for contract performance, deliverable quality and customer satisfaction. Responsibilities

Program Leadership & Execution
  • Manage STORMS business operations; make recommendations and program continuity, prepare technical reports by analyzing and summarizing the information and trends.
  • Handles complex issues and problems, working closely with Program Management on operations and complex issues.
  • Manages program(s) to ensure that implementation and prescribed activities are carried out in accordance with corporate policies and DoD technical data and Performance Work Statement.
  • Oversee Training, Quality, Travel and support functions for the STORMS Task Orders and team.
  • Develop and implement performance objectives and continuous improvement initiatives across the task order.
  • Foster strong working relationships with Akima Shared Services, STORMS PM and Government customers.
  • Manage program T&M Project costs, Other Direct Costs reimbursable, Invoice and billing status.

Contract & Deliverable Management
  • Administers departmental policies and procedures, evaluates results and performance, and assists with the development of new or modified budgets, strategic plans, or policies.
  • Submit quality task order deliverables, timelines and Monthly Status Report and Quality Status Report.
  • Manage personnel administration, position vacancy notifications, and continuity of services during employee turnover.
  • Develop and implement processes and procedures to improve the quality program.
  • Reconciles and verifies invoices, purchase cards and timecard data.

Compliance & Risk Management
  • Manage/update/add/subtract personnel and related information in program level tracking database.
  • Coordinate with CONUS and OCONUS Site Leads to assure smooth functioning of newly implemented processes or procedures.
  • Oversee program vendor, procurement and subcontract status to meet program requirements.
  • Tracks progress against milestones, budgetary guidelines, or other performance indicators, and prepares reports to senior management.

Personnel Leadership
  • Performs analyses, assessments, and develops and implements program process improvements.
  • Tracks new hire status from recruiting through arrival at OCONUS work location.
  • Oversee new hire status tracking; setup assigned timecard project codes, project charging review and error analysis/corrections.
  • Reviews, tracks and submits tickets through Shared Services for pay and leave accrual issues if applicable.
  • Processes employee expense reports and corporate card purchases; reconcile receipts per approved expenses.
  • Assists personnel in completing travel forms and other business transactions.

Qualifications

  • Active SECRET security clearance required.
  • Bachelor's Degree with minimum of ten years' relevant experience.
  • Minimum of 8-10 years of progressively responsible program management experience supporting DoD or federal government services contracts.
  • Demonstrated experience managing multi-functional teams delivering training, administrative, or curriculum development support.
  • Working knowledge of FAR/DARS contract administration, deliverable management, and non-personal services requirements.
  • Excellent leadership, communication, and customer engagement skills.
  • High-level analytical ability.
  • High level problem-solving skills and the ability to recommend and implement alternative set-up and/or operations for complex systems.
  • Detail-oriented and possesses the ability to handle multiple tasks.
  • Experience in providing administrative support to senior executives.

Desired Qualifications:
  • Experience supporting U.S. Space Force or Air Force Command Satellite Control Network (SCN) programs.
  • Project Management Professional (PMP) certification or equivalent.
  • Understanding compliance and financial documentation.
  • Adverse Event reporting and reconciliation experience strongly preferred.

Any clearance requirements for this position are established by the government contract.
