Raytheon is seeking a Program Operations Manager to coordinate procurement, assembly, test, and shipment of Advanced RF/EW systems.This position serves as the focal point for daily execution activities required to deliver engineered development hardware on schedule. The selected candidate will be responsible for leading the Manufacturing team and coordinating with other manufacturing organizations within Raytheon.
This Program Operations Manager will work independently and as part of an Integrated Product Team, make decisions within defined guidelines, and operate effectively in changing conditions and team-based environments.

The salary range for this role is 118,300 USD - 224,900 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.

What You Will Do:
- Lead manufacturing advance planning to ensure paperwork, tooling, processes, and personnel are prepared to meet build schedules.
- Direct and coordinate the sequencing of work, including build and delivery activities, to ensure smooth operations and effective use of resources.
- Manage budgets and perform cost account management activities for labor and material.
- Coordinate manufacturing and test failure investigations and drive corrective actions.
- Resolve assembly, test, and procurement challenges, including manufacturing resource constraints.
- Manage and guide manufacturing and production personnel in a matrixed organization.
- Support proposals for new business and updates to existing programs.
- Communicate directly with internal and external customers through routine tag-ups and program reviews.
- Lead cross-functional teams by facilitating collaboration, removing barriers, and driving issues to resolution.
- Apply strong communication and interpersonal skills to influence outcomes, build alignment, and maintain effective working relationships across Engineering, Operations, and Program Management.
- Coach and mentor team members, fostering a collaborative environment and promoting continuous improvement behaviors.
- Travel up to 10%.
- This position will be on-site at our Goleta, CA or El Segundo, CA locations.
Qualifications You Must Have:
- Typically requires: A University Degree or equivalent experience and minimum 8 years prior relevant experience, or An Advanced Degree in a related field and minimum 5 years experience.
- Experience in operations, manufacturing, program management, or project engineering.
- Experience managing budgets and/or performing cost account management activities.
- Experience coordinating cross-functional activities in a production or engineering environment.
- Experience using ERP or production planning systems (Special Program Access preferred).
Qualifications We Prefer:
- Experience leading project engineering or manufacturing teams, including in a matrixed organization.
- Experience with Lean manufacturing or continuous improvement methodologies.
- Earned Value Management (EVM) experience.
- Experience presenting to senior leaders and customers during reviews.
- Active and transferable Secret U.S. government issued security clearance is required prior to start date with the ability to obtain Top Secret or higher clearance level or program access after start date.
