Position: Senior ER Inventory Management Specialist (LCAT: Logistics Operation SPC – Senior) Key Personnel
Location: Linthicum Heights, MD
Clearance: Active Top-Secret clearance with SCI eligibility required
Education: BA/BS plus 8 years relevant experience, or MA/MS plus 6 years relevant experience, or PhD plus 3 years relevant experience
Outcomes:
The successful candidate is expected to accomplish the following outcomes during the first year in the position:
• Formally track all tasks, to include assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.
• Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.
• Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.
• Establish foundation in AI/ML skills and contribute to AI/ML operationalization and modernization goals and objectives.
• Master position tasks within 60 days and exceed requirements within 90 days.
• Use government provided Generative AI tools on a day-to-day basis to accelerate tasks, research, documentation, analysis, planning, reporting, and problem solving.
• Make recommendations on process improvements and practices that improve quality, speed and/or efficiency.
Responsibilities:
The Senior ER Inventory Management Specialist supports the Department of Defense Cyber Crime Center (DC3) Enterprise Management and Resources (ER) Directorate providing logistics support. The Inventory Management Specialist will track, control, and ensure accurate records, efficient storage, and timely availability of products by managing receiving, shipping, and collaborating across directorates to meet business needs for highly technical programs and projects.
Per PWS section 2.4, Logistics, the Senior Inventory Management Specialist responsibilities include but are not limited to:
• Provides logistic analysis, inventory documentation, property tracking tools, facility support artifacts, and readiness reports IAW the RFO FAR Subpart 52.245
• Develops Inventory Accuracy Reports identifying discrepancies, trends, and mitigation recommendations when applicable (Section 4, Deliverable 12)
• Establishes audit-ready inventory documentation with traceability between serial numbers, storage locations, condition codes, and ownership information
• Maintains inventory records, material logs, and stock-level documentation
• Reconciles Government-provided property lists with on-hand records monthly and produce discrepancy annotations for Government adjudication
• Maintains a lifecycle matrix for equipment to identify items nearing replacement windows
• Produces receiving/shipping documentation and update Government systems.
• Produces outbound shipping documentation including transit logs, packaging requirements, and tracking references
• Maintains a running ledger of inbound/outbound actions to support audit queries and readiness reviews
• Conducts quarterly trend analysis on discrepancies (by item type, frequency, facility, or handling process).
• Provides recommendations for process efficiencies (layout improvements, barcode scanning enhancements, data validation steps)
• Develops standardized Standard Operating Procedures (SOPs) for material intake, storage, security, and distribution.
• Includes chain-of-custody steps, quality checks, prohibited handling activities, and controlled access procedures.
• Aligns SOPs to DoW/DoD asset accountability standards and DC3-specific policy.
• Creates storage optimization layouts and environmental control recommendations.
• Produces Material Accountability Assessments by the last business day of each quarter (Section 4, Deliverable 13)
• Creates, maintains, and submits Facility Inspection Checklists to routinely assess safety, cleanliness, functionality, and compliance with applicable facility requirements by Friday at 5PM EST of each week (Section 4, Deliverable 14).
• Produces Maintenance Issue Tracking Reports (Section 4, Deliverable 15) categorizing priorities and statuses.
• Includes impact descriptions, risk levels (critical, moderate, low), and dependencies affecting mission operations.
• Tracks issue age, escalation status, and required Government coordination actions.
• Provides visual dashboards for leadership consumption.
• Provides transportation coordination documentation for off-site events.
• Includes timelines, staging plans, and post-movement accountability checklists.
• Identifies transportation constraints or risks requiring Government awareness
• Proactively monitors delivery schedules. Serve as the primary point of contact for tracking order status from the manufacturer to the final delivery destination.
• Coordinates with government SMEs to conduct and document the formal inspection of all delivered specialized tools and equipment. Manage the official acceptance or rejection process based on the inspection results and contract requirements.
• Tracks the receipt and acceptance of all associated contract deliverables, such as user manuals, maintenance guides, software licenses, and initial training sessions.
• Establishes and maintains a log of all equipment warranties and coordinate any required repairs or replacements with the vendor.
• Maintains a 99.9% equipment availability rate for the Cyber Forensics Laboratory (CFL) by optimizing supply chain lead times and minimizing stock-outs of critical forensic gear
Qualifications:
The candidate must have the following qualifications:
• BA/BS plus 8 years relevant experience, or MA/MS plus 6 years relevant experience, or PhD plus 3 years relevant experience
• Experience leading and performing logistic analysis, managing, producing, and executing inventory documentation, property tracking tools, facility support artifacts, and readiness reports IAW the RFO FAR Subpart 52.245
• Experience producing various logistical and maintenance issue reports.
• Applied working knowledge of the Federal Supply System and associated automated/manual supply systems to ensure adherence to equipment serviceability standards.
• Demonstrated proficiency in the MS Office suite to prepare reports, manage data, and develop materials for senior leadership.
• Proven ability to build and sustain effective partnerships with both internal and external stakeholders to achieve organizational goals.
• Leveraged strong organizational and time-management skills to solve complex problems under pressure, ensuring mission-critical tasks were completed with a high degree of accuracy.
• Consistently provided a high level of customer service, resulting in positive and productive user interactions.
• Experience providing on-call support, including weekends as required, to ensure continuous operational readiness.
The following qualifications are desired:
• Experience supporting DoW. Intelligence Community, and/or the Air Force (desired).
• Experience supporting the DC3 (desirable).
