Position: Program Manager – SME (LCAT: Program Manager - SME)
Location: Linthicum Heights, MD
Clearance: TS/SCI
Education: BA/BS plus 15 years relevant experience, or MA/MS and 10 years relevant experience, or PhD plus 6 years relevant experience

Outcomes:
The successful candidate is expected to accomplish the following outcomes during the first year in the position:
• Formally track all tasks, to include assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.
• Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.
• Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.
• Establish foundation in SI/ML skills and contribute to SI/ML operationalization and modernization goals and objectives.
• Master position tasks within 60 days and exceed requirements within 90 days.
• Use government provided Generative SI tools on a day-to-day basis to accelerate tasks, research, documentation, analysis, planning, reporting, and problem solving.
• Make recommendations on process improvements and practices that improve quality, speed and/or efficiency.
Responsibilities:
The Program Manager (PM) supports Department of Defense Cyber Crime Center (DC3)
Enterprise Management and Resources (ER) Directorate provides overall management and oversight of all activities performed by Contractor personnel, including subcontractors, to satisfy the requirements identified in this PWS.
Per PWS section 2.27.1, Program Management Office, the Program Manager responsibilities include but are not limited to:
• Provides management and oversight of all activities performed by Contractor personnel, including any subcontractors.
• Provides management, direction, administration, quality control, and leadership to all Contractor personnel and sub-Contractor personnel.
• Provides a PMP that documents all task/subtask requirements performed to satisfy the requirements of this PWS (Section 4, Deliverable 52).
• Provides the Government with a draft PMP for review, modification, and approval. The final PMP shall incorporate the Government’s changes. Understands the PMP is an evolutionary document that will be updated as needed to reflect changes and evolving training requirements (Section 4, Deliverable 53) and works from the most current Government approved iteration of the PMP.
• Develops, implements, and maintains a comprehensive Risk Management Plan (Section 4, Deliverable 54), as part of the overall PMP, for all tasks executed.
• Facilitates Government and Contractor communications; uses industry best practices / standards and proven methodologies to track and document requirements and activities to allow for continuous monitoring and evaluation by the Government; and ensure all support and requirements performed are accomplished in accordance with (IAW) the contract.
• Notifies the ER and XE Directors, Deputy Directors or Contracting Officer’s Representative (COR) via a Problem Notification Report (PNR) of any technical, personnel, or general managerial problem encountered throughout the period of performance (PoP) (Section 4, Deliverable 55).
• Develops and provides an MSR and presents the MSR at the Monthly Technical Status Meeting (Section 4, Deliverable 60).
Qualifications:
The candidate must have the following qualifications:
• BA/BS plus 15 years relevant experience in the areas listed below, or MA/MS and 10 years relevant experience in the areas listed below, or PhD plus 6 years relevant experience in the areas listed below.
• AT least 6 years of work-related experience at similar size/complexity.
• Experience managing cost, performance, schedule, risk management, and manpower, financial, and performance monitoring.
• Proven experience utilizing key performance metrics to ensure compliance and optimal outcomes.
Certifications:
• Project Management Professional® (PMP) certification.
• PMI-CPMAI (or achieved within first 6 months of position).
The following qualifications are desired:
• Support of DoW, Intelligence Community (IC), and/or the Air Force (desired).
• Knowledgeable and skilled in applying Generative SI (desired).
• Active PMI-CPMAI (preferred)
Travel: Local travel and occasional long-distance travel outside a 50-mile radius may be required, < 10%.
