Job Description

Duties

The primary purpose of this position is: to serve as a Headquarters ACC level senior program analyst planning, organizing, and determining necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment and maintenance of assigned major programs involving ACC Information Operations.

DUTIES:
- Analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation of assigned major command programs, Planning, Programming, & Budgeting System (PPBS).
- Documents planning and programming decisions and recommendations in appropriate formats to meet Air Force and Major Command requirements.
- Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques.
-Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned programs.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays
  • The incumbent must acquire a comprehensive operational and administrative understanding of the command's specialized program missions, strategic goals, work processes, and associated multi-year funding structures within 24 months of assignment.
  • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343)

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of, and skill in applying, a wide range of Planning, Programming, Budgeting and Execution laws, regulations, principles, concepts, methods, and practices; comprehensive knowledge of command, AF, DoD, OMB and budgetary processes and financing methods; program objectives of the DoD and the AF as they are related to headquarters command operations support business areas for the expenditure of federal funds; AF and DoD budget execution policies and procedures in order to recommend to DoD, OMB and/or Congress for reapportionment, supplemental appropriations, deferrals and rescission of funds; and command, AF, and DoD mission function, programs and history necessary to formulate, justify, and execute a budget to support short and long range program goals and objectives is required.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of the Department of Defense Planning, Programming, Budgeting, and Execution (PPBE) process, including the policies, procedures, and timelines required to formulate and execute command-level Program Objective Memorandum (POM) initiatives and multi-year funding streams, Major Command (MAJCOM) program goals, objectives, and military service structures to evaluate the sequence, timing, and operational effectiveness of long-range program planning.
  • Knowledge of the relationship between military echelons, Joint Staff, and external agency partners to coordinate and align command-wide resourcing frameworks; knowledge of national security policies, operations security (OPSEC) protocols, and security classification guidelines applicable to the administrative management of sensitive information programs.
  • Knowledge of manpower resource programming and organizational analysis methodologies to evaluate program staffing requirements against command-wide operational needs; knowledge of the administrative, resourcing, and program management requirements associated with Information Operations (IO), Deception Activities (DA), Military Information Support Operations (MISO), and Operations Security (OPSEC) portfolios.
  • Skill in applying complex qualitative and quantitative analytical methodologies to gather, assemble, and evaluate programmatic data, draw logical conclusions, and formulate strategic recommendations.
  • Ability to plan, organize, and lead complex program initiatives, studies, or projects, including coordinating the efforts of cross-functional working groups without direct supervision.
  • Ability to communicate effectively, both orally and in writing, to negotiate complex program resourcing issues, resolve conflicting priorities, and maintain collaborative staff relationships

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
