Senior Operations Analyst - USSOCOM J6 PMOSS
Location: MacDill AFB, Tampa, FL | 100% Onsite

Active TS/SCI Clearance Required

ASRC Federal Technology Solutions (AFTS) is seeking qualified candidates for a Senior Operations Analyst position supporting the United States Special Operations Command (USSOCOM) J6 Program Management Office Support Services (PMOSS) contract.

This position provides senior-level operational analysis, IT planning, requirements management, governance, and programmatic support to the USSOCOM Communications Directorate, Program Requirements and Governance (J65) Division. Assigned responsibilities may span Military Construction (MILCON), Program Objective Memorandum (POM), and requirements management activities supporting global Special Operations Forces missions.

MILITARY CONSTRUCTION (MILCON) KEY RESPONSIBILITIES
  • Document and maintain current-state IT architectures across enterprise services, networks, nonstandard communications systems, and data centers.
  • Assess proposed IT architectures for compliance, interoperability, and potential impacts to the USSOCOM Information Environment (SIE).
  • Develop and maintain schedules, milestones, and deliverable tracking for IT architecture and infrastructure efforts.
  • Track and assess scope changes, risks, dependencies, and integration impacts; provide recommendations to Government leadership.
  • Coordinate technical inputs from subject matter experts, Component Commands, Theater Special Operations Commands (TSOCs), and Joint mission partners.
  • Prepare status reports, executive briefings, and progress reviews supporting Government decisions.
  • Provide IT technical assistance for MILCON, Facilities Sustainment, Restoration, and Modernization (FSRM), and Sensitive Compartmented Information Facility (SCIF) projects worldwide.
  • Coordinate with communications planners, construction program managers, facilities personnel, and mission partners to align IT requirements with project plans and schedules.
  • Evaluate taskings and projects for disruptions, incidents, and technical issues; track actions and communicate impacts to designated Government leadership.
  • Apply knowledge of the Risk Management Framework (RMF) to identify cybersecurity considerations and coordinate with appropriate security stakeholders.

PROGRAM OBJECTIVE MEMORANDUM (POM) KEY RESPONSIBILITIES
  • Participate in assigned Operational Planning Teams (OPTs) and Working Groups (WGs) in support of USSOCOM J65 priorities.
  • Provide IT planning, programming, governance, programmatic, and technical analysis supporting POM development and review.
  • Conduct strategic and operational research to support the identification, collection, and development of IT initiatives and plans.
  • Analyze quantitative and qualitative information and translate findings into clear executive-level briefings, reports, and recommendations.
  • Support the identification, prioritization, and coordination of resources addressing global USSOCOM IT requirements.
  • Develop recommendations for Government IT policies, standards, and methodologies for leadership consideration and support implementation following Government approval.
  • Prepare requirements documentation, supporting analyses, and site assessment reports for Planning, Programming, Budgeting, and Execution (PPBE) activities.
  • Track planning assumptions, resource requirements, dependencies, and outstanding actions; provide interim progress reviews as required.

REQUIREMENTS MANAGEMENT KEY RESPONSIBILITIES
  • Support the development, execution, and measurement of governance frameworks and strategic and tactical plans.
  • Assist the Government in collecting, documenting, validating, and prioritizing requirements supporting the USSOCOM mission.
  • Maintain requirements traceability and track changes, dependencies, milestones, and associated risks.
  • Coordinate the delivery and installation of new products and services, as required, and support alignment with approved requirements.
  • Prepare project status reports, performance metrics, executive briefings, and other documentation supporting PMOSS reporting requirements.
  • Identify trends, investigate discrepancies, and provide data-driven recommendations to Government and program leadership.
  • Provide guidance and technical assistance to stakeholders; communicate status and risks and track issues through resolution.
  • Support progress reviews and maintain accurate records of decisions, assigned actions, and follow-up activities.
  • Build effective stakeholder relationships through responsive communication, reliable analysis, and timely follow-through.
  • Maintain frequent, accurate, and two-way communication with Government and contractor personnel.
  • Accurately track and report labor hours as directed.
  • Demonstrate cooperation, adaptability, flexibility, and professionalism as mission priorities evolve.
  • Perform duties onsite in accordance with established Command core hours, Monday through Friday.

REQUIRED EXPERIENCE AND SKILLS
  • Minimum of ten (10) years of experience in project and technical support.
  • Experience supporting senior-level DoD customers.
  • Strong analytical skills, including the ability to research and gather information, verify and analyze data, and develop actionable recommendations.
  • Ability to prepare clear requirements documentation, status reports, and executive-level briefings.
  • Proficiency in Microsoft Office applications, including Outlook, Excel, Word, and PowerPoint.
  • Ability to manage multiple priorities, coordinate stakeholders, and track assigned actions through completion.
  • Ability to work independently and collaboratively within a Government and contractor team.
  • Excellent verbal and written communication skills, including experience communicating with senior executives and flag officers.

PREFERRED EXPERIENCE
  • Knowledge of USSOCOM programs, organizational structures, and operations.
  • Experience supporting MILCON, FSRM, SCIF, or enterprise IT architecture initiatives.
  • Experience supporting POM development, PPBE processes, IT governance, or requirements management.
  • Familiarity with RMF and cybersecurity considerations affecting IT infrastructure and facilities.
  • Ability to use Government- and company-approved automation, analytics, and artificial intelligence tools to improve research, analysis, reporting, and workflow efficiency in accordance with applicable information-handling requirements.
