Summary:

The Senior HR Classifier provides senior-level position classification and position management support for federal civilian organizations. The position serves as a subject-matter expert in federal classification principles, position management, and organizational structure, providing authoritative guidance to management and Human Resources personnel on the appropriate classification of positions.

Primary Location: Washington, DC or Remote Work Site as Approved for Contract.

Responsibilities

Essential Job Functions:
  • Perform comprehensive classification and position management reviews for complex professional, administrative, technical, and support positions across multiple occupational series and grade levels.
  • Analyze position descriptions, organizational structures, major duties, responsibilities, supervisory relationships, and qualification requirements to determine the appropriate occupational series, title, and grade.
  • Apply OPM classification standards, guides, job family standards, and other applicable federal classification guidance to ensure positions are properly classified.
  • Develop, review, and revise position descriptions to ensure duties, responsibilities, supervisory relationships, and organizational requirements are accurately and clearly documented.
  • Provide authoritative classification advice and recommendations to management, HR specialists, supervisors, and other stakeholders regarding position classification, organizational structure, position management, and related workforce issues.
  • Conduct desk audits and classification reviews when necessary to determine whether the duties and responsibilities assigned to a position support the current classification, series, title, or grade.
  • Evaluate proposed organizational changes, reorganizations, new positions, and changes in duties to determine classification and position management implications.
  • Identify classification inconsistencies, organizational concerns, and potential classification errors and recommend appropriate corrective actions.
  • Conduct research and analysis of applicable OPM standards, federal regulations, agency policies, and classification precedents to resolve complex or unusual classification issues.
  • Prepare classification evaluation statements, position review documentation, advisory opinions, and other written products supporting classification determinations and recommendations.
  • Review classification determinations for consistency, accuracy, regulatory compliance, and appropriate application of classification standards.
  • Advise management on position management principles, including appropriate allocation of duties, organizational alignment, supervisory relationships, and effective use of positions.
  • Support the development and maintenance of position descriptions, organizational charts, classification files, and other position management documentation.
  • Provide technical guidance and quality review of classification work performed by less-experienced HR specialists and classifiers.
  • Serve as a senior resource for resolving difficult or controversial classification issues and provide recommendations for management consideration.
  • Participate in classification and position management projects, workforce studies, organizational reviews, and other HR initiatives requiring advanced classification expertise.
  • Analyze workforce and position data to identify trends, recurring classification issues, organizational inefficiencies, and opportunities for improvement.
  • Coordinate with HR staffing, employee relations, compensation, management, and other functional areas to ensure classification determinations support broader workforce requirements.
  • Provide briefings, consultations, and training to managers, supervisors, HR personnel, and other stakeholders on classification and position management requirements.
  • Maintain current knowledge of federal classification policies, OPM standards, agency directives, and emerging HR requirements affecting position classification and management.
  • Ensure classification-related work products and recommendations are completed accurately, timely, and in accordance with established policies, procedures, and service-level requirements.
  • Perform other related HR classification and position management duties as assigned.

Qualifications

Minimum Qualifications:
  • Bachelor's degree required
    • A Bachelor's Degree plus 2 additional years' experience may be substituted for a Master's Degree
    • 14 years of human resources experience can be substituted for no degree
  • Must have a Secret clearance

Preferred Qualifications:
  • Master's Degree

Pay and Benefits

The pay range for this position is $108,000.00 to $118,000.00 annually.
