Job Description

Duties

  • You will coordinate, synchronize, implement and manage the Risk Management Framework (RMF) and Assessments programs.
  • You will apply information technology (IT) security principles, methods, and security products to protect and maintain the availability, integrity, confidentiality, and accountability of information system resources throughout the system lifecycle.
  • You will establish and publish USINDOPACOM policy to manage the cybersecurity program and provide advice and guidance in its implementation and in procedures used in the development and operation of systems.
  • You will perform security reviews and identify security gaps in security architecture resulting in recommendations for inclusion in the risk mitigation strategy.
  • You will oversee and execute the development of the USINDOPACOM strategy, policies, procedures and programs in regards to cybersecurity assessments and RMF procedures.

  • This is a Cyberspace Workforce position, work role code 541-Vulnerability Assessment Analyst and 722-Information Systems Security Manager, proficiency level Basic.
  • The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: An expert knowledge of a wide range of Information Technology, Cybersecurity, and Computer Security Service Provider concepts, principles and practices required to plan, direct and evaluate incidents and perform a continuing assessment of an organization's security posture. Specialized experience must demonstrate performing duties such as the following: 1) Managing all phases of cybersecurity to include the development, implementation, interpretation, accreditation, risk management, and maintenance of cybersecurity policies, plans, programs, and standards; 2) Overseeing system changes, organization change management, development of system level risk assessments; 3) Directing staff and coordinating operations for cybersecurity issues regarding security management, software, hardware, procedural, network, internet, data communications, and Automated Information Systems (AIS); 4) Overseeing compliance and regulations for Risk Management Framework; and 5) Utilizing a knowledge of defensive cyberspace operations and general operational requirements to target new and emerging threats to the DoD Information Networks.

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Eligible DoD career or career conditional employees shall be granted statutory return rights to their former position for a period of 5 years if continuously employed in a foreign or non-foreign area provided by Executive Order 10895 and DoDI 1400.25, v 1230. Employees that do not exercise their return rights within five years are no longer eligible for return rights and will be treated as a local hire.

A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.

This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). The selectee's inability to successfully pass; or refusal to conduct the test may result in: 1) the tentative or final job offer being withdrawn during the recruitment process; or 2) subsequently being removed from Federal service for failure to meet a condition of employment. You may be required to sign a "Drug Test Statement of Understanding" if you are selected for this position.
