Job Description

Overview

Provide comprehensive Human Resources (HR), military and civilian personnel, and manpower support to United States Space Force (USSF) / Space Systems Command (SSC) organizations. The position requires demonstrated experience with Department of Defense (DoD) and Department of the Air Force (DAF) personnel, manpower, payroll, and workforce management processes and systems. The successful candidate must be capable of independently researching personnel and manpower issues, maintaining and reconciling workforce data, coordinating personnel actions across functional organizations, and providing leadership with accurate and timely workforce information.

Responsibilities

Civilian Personnel Support
  • Support civilian personnel management activities, including staffing, onboarding, position management, personnel actions, employee records, and workforce tracking.
  • Maintain and reconcile civilian personnel, position, manpower, and payroll information.
  • Research and assist in resolving civilian personnel and pay-related issues.
  • Coordinate personnel actions with servicing Civilian Personnel Offices, payroll organizations, and other HR service providers.
  • Maintain workforce rosters, trackers, reports, and personnel status information for organizational leadership.
  • Provide support for civilian performance management and appraisal processes.

    AcqDemo / CCAS Support
    • Support civilian employees and supervisors operating under the DoD Acquisition Demonstration Project (AcqDemo).
    • Support the Contribution-based Compensation and Appraisal System (CCAS) annual cycle.
    • Assist with contribution planning, employee self-assessments, supervisor assessments, feedback, and annual appraisal activities.
    • Support Pay Pool preparation and execution, including employee rosters, organizational alignment, data validation, documentation, and leadership coordination.
    • Support compensation, awards, contribution, and other AcqDemo-related personnel actions.
    • Provide employees and supervisors with administrative support regarding AcqDemo requirements, processes, timelines, and documentation.

      Military Personnel Support
      • Support personnel actions for assigned USSF and DAF military personnel.
      • Research, coordinate, and track military personnel actions using Military Personnel Data System (MilPDS) and associated personnel systems and records.
      • Support assignments, gains and losses, duty information, promotions, awards and decorations, evaluations/OPRs, and other military personnel actions.
      • Track personnel actions through completion and coordinate with servicing personnel organizations and headquarters staffs.
      • Identify discrepancies in military personnel records and coordinate corrective actions.

        Manpower & Unit Manning Support
        • Maintain and analyze Unit Manning Documents (UMDs) and associated organizational manpower information.
        • Track and reconcile military and civilian manpower requirements, authorizations, and assigned personnel.
        • Monitor vacancies, overages, shortages, gains, losses, projected rotations, and other workforce changes.
        • Support changes to positions, billets, manpower requirements, and organizational structures.
        • Coordinate with manpower, personnel, resource management, and organizational leadership to resolve discrepancies.
        • Develop current and projected manning reports and workforce analyses to support leadership decisions.

          Personnel Systems & Data
          • Research, validate, reconcile, and report workforce information using DoD/DAF personnel, manpower, and payroll systems.
          • Experience should include working knowledge of:
            • Defense Civilian Pay System (DCPS)
            • Military Personnel Data System (MilPDS)
            • Unit Manning Documents (UMDs) and associated manpower data
            • AcqDemo / CCAS processes and systems
            • Civilian and military personnel records and reporting systems
            • Develop and maintain personnel trackers, rosters, dashboards, reports, and workforce status products.
            • Conduct data-quality reviews and reconcile discrepancies between personnel, manpower, payroll, and organizational records.
            • Provide recurring and ad hoc personnel and manpower data calls and reports.

              Skills Required

              Preferred Qualifications
              • Ten (10) or more years of relevant DoD/DAF/USSF HR, personnel, and/or manpower experience.
              • Bachelor's degree.
              • Previous experience supporting USSF, Space Systems Command (SSC), Air Force Materiel Command (AFMC), or another DoD acquisition organization.
              • Significant experience supporting AcqDemo employees and supervisors, including CCAS, annual appraisals, Pay Pools, compensation actions, and associated administrative processes.
              • Experience supporting military evaluations/OPRs, awards and decorations, assignments, promotions, and related personnel actions.
              • Experience reconciling military and civilian manpower against organizational requirements and UMDs.
              • Experience developing executive-level workforce reports, manning summaries, dashboards, and decision-support products.

                Required Qualifications
                • Minimum five (5) years of relevant experience supporting DoD, DAF, USSF, or comparable Federal civilian/military HR, personnel, or manpower functions.
                • Demonstrated experience supporting both civilian and military personnel programs and processes.
                • Demonstrated experience with DoD/DAF personnel and manpower systems and data, including DCPS, MilPDS, UMDs, and manpower/personnel records.
                • Experience supporting civilian performance management and appraisal processes.
                • Experience researching, coordinating, tracking, and resolving civilian and military personnel actions.
                • Experience supporting workforce and manpower analysis, including authorized versus assigned personnel, vacancies, gains/losses, and organizational manpower requirements.
                • Working knowledge of Federal civilian personnel practices and military personnel processes.
                • Ability to independently analyze personnel information, identify discrepancies, coordinate corrective actions, and provide accurate workforce information to leadership.
                • Strong organizational, analytical, written communication, and customer-service skills.
                • Ability to work effectively with Government leadership, supervisors, employees, personnel offices, and other mission partners.
                • US Citizenship required.
                • Security clearance required: TS/SCI Eligibility.
                • Ability to work on-site at LA AFB five (5) days per week.

                  Salary range: $105,000 - $125,000/Year, DOE

                  Education

                  Bachelor's degree required, preferably in math, engineering, business, or the sciences.
