Basic Requirement for IT Specialist (Systems Analysis /Applications Software):
Specialized and Other Experience: One year of specialized experience which includes 1.) Experience with application of cloud technology, analytics, and cyber security; AND, 2.) Experience developing plans, procedures and standards regarding the application of information technology; AND, 3.) Experience with data management and at the edge compute capabilities; AND, 4.) General familiarity with Artificial Intelligence and machine learning; AND, 5.) Experience with enterprise level business systems and processes . This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:Attention to Detail - Is thorough when performing work and conscientious about attending to detail. - Analyze management and command requirements to identify potential solutions.
- Develop technical specifications for the identified solutions selected by the command.
- Advise staff on application of information technology with respect to software capabilities, limitations, and application
- Evaluate new technology to develop mid- and long-range plans involving hardware/network/software procurement and technology upgrades.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
- Incumbent must be able to obtain and maintain certifications per DoD Directive 8570.1-M within six months of assuming this position.
- This is a Term position scheduled to last 2 years A term position may be extended to a maximum of six years depending upon the needs of management.
- Term employment is subject to a one year trial period.
