Supervisory Program Manager

Duties

• Serves as a Portfolio Acquisition Executive (PAE) reporting directly to the Defense Health Agency (DHA) Component Acquisition Executive (CAE) with regards to assigned portfolio of capabilities.
• Leads a portfolio of capabilities with authority for plans, budgets, and execution of programs assigned to the portfolio, including life cycle management.
• Manages phased development cycles with the authority to modify, discontinue, or terminate capability development to meet changing operational requirements.
• Directs subordinate program managers and interdisciplinary teams to achieve program objectives in accordance with established standards, schedules, and resource ceilings.
• Exercises resource management and control of the assigned portfolio of programs.
• Collaborates with diverse external stakeholders, industry partners, and executive leaders to communicate technical requirements, secure programmatic commitments, and resolve high-level conflicts.
• Fosters workforce development and talent management by establishing performance standards, making selection and promotion decisions, and initiating actions for awards.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• This position is a Critical Acquisition Position (CAP)/Key Leadership Position (KLP). Unless specifically granted a position waiver by the Army Acquisition Executive, the following requirements are mandated: a tenure agreement period of 3 years.
• This Defense Acquisition Workforce (DAW) position requires Advanced Career Level (formally Level III) Certification at time of assignment in the DAW Career Field of Program Management.
• This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
• This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
• This position is designated "Mission Essential".
• One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
• Incumbent may be required to complete a one year probationary period.
• The incumbent must meet the corresponding Defense AWF functional area education requirement and have the experience commensurate with Advanced certification as well as attaining 80 continuous learning points every two years.

MINIMUM QUALIFICATIONS:
Specialized Experience : One year of specialized experience which includes:

Experience managing the lifecycle phases of programs or technical projects to ensure project objectives are met;

Experience developing program budgets to support project funding requirements; AND

Experience collaborating with program stakeholders and/or industry partners to communicate technical requirements.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03).

Advanced Career Level Certification (formally Level III) in the DAW Career Field of Program Management is highly desired.
