Job Description
The Program Manager (PM) serves as the senior contractor leader responsible for the overall management, operational planning, execution, quality, staffing, and performance of Information Technology Automation and Technical Support Services supporting the Regional Network Enterprise Center-National Capital Region (RNEC-NCR), Fort Belvoir NEC, and its supported customers. The PM serves as the principal contractor representative and liaison with Government leadership, the Contracting Officer (KO), Contracting Officer's Representative (COR), and other Government stakeholders and provides day-to-day management and technical expertise necessary to ensure successful contract performance.
The PM provides leadership and oversight across a complex enterprise IT environment supporting network and switch operations, systems administration, infrastructure management, network administration, end-user support, cybersecurity, RMF/eMASS activities, hardware and software configuration management, telecommunications, data center operations, and other mission-critical IT services. The RNEC-NCR mission encompasses Fort Belvoir and multiple locations throughout the National Capital Region and supports a diverse customer base across Army and DoD organizations.

Responsibilities
Program and Contract Management
- Provide overall leadership, management, planning, execution, and oversight of contractor performance under the Fort Belvoir RNEC-NCR program.
- Serve as the principal point of representation and liaison with the Government on operational matters and provide day-to-day technical expertise.
- Ensure all PWS requirements, performance standards, deliverables, schedules, and service requirements are successfully achieved.
- Coordinate activities across technical functional areas including Network Operations, Client Services, Systems Engineering, Cybersecurity/Information Assurance, telecommunications, infrastructure, and Quality Control.
- Identify and manage program risks, performance issues, resource requirements, and corrective actions.
- Participate in Government performance reviews and communicate program status, challenges, corrective actions, and recommendations to the KO and COR.
Government and Customer Engagement
- Serve as the primary contractor interface with the KO, COR, NEC/RNEC leadership, technical leads, and supported Government organizations.
- Maintain effective communication with Government stakeholders concerning operational performance, staffing, technical issues, service disruptions, projects, and emerging requirements.
- Coordinate and participate in program reviews, technical briefings, and meetings addressing Network Operations, Client Services, Information Assurance, Quality Control, Systems Engineering, and other IT infrastructure matters.
- Ensure significant service incidents are properly communicated, tracked through resolution, and supported by appropriate incident reporting and corrective/preventive actions.
Personnel and Workforce Management
- Lead and supervise contractor personnel supporting the Fort Belvoir/RNEC-NCR mission.
- Develop and maintain the staffing organization necessary to satisfy PWS requirements.
- Manage recruiting, staffing, onboarding, out-processing, employee performance, retention, workforce planning, and personnel accountability.
- Maintain required staffing levels and actively manage vacancies to minimize impacts to mission performance.
- Provide the COR with detailed weekly staffing updates and courses of action for vacancies as required by the PWS.
- Ensure personnel maintain applicable security, training, certification, and access requirements. The PWS specifically requires the PM or DPM to brief the COR weekly during vacancies and establishes a 60-day timeframe for filling positions.
Technical and Operational Leadership
- Provide management and technical oversight of enterprise IT services supporting the RNEC-NCR environment.
- Oversee activities involving LAN/WAN and ICAN operations, NIPRNET/SIPRNET services, network engineering, systems and server administration, virtualization, storage, data center operations, Active Directory, telecommunications, VoIP/VoSIP, PKI, cybersecurity, RMF/eMASS, and end-user support.
- Coordinate resources across technical disciplines to maintain service availability, meet established performance requirements, and resolve complex or mission-impacting incidents.
- Ensure effective management of Remedy/AESMP service requests, incidents, VIP requirements, and other IT service-management processes.
- Provide technical guidance and facilitate coordination among contractor teams, Government technical personnel, DISA, vendors, and supported customers.
Quality Control and Continuous Improvement
- Ensure implementation and maintenance of the contract's Quality Control Plan (QCP) and Quality Control System.
- Monitor contract performance against established requirements and performance metrics.
- Identify performance trends, deficiencies, recurring issues, and opportunities for process improvement.
- Ensure discrepancies and Government-identified nonconformances receive appropriate root-cause analysis and corrective action.
- Drive continuous process improvement and incorporate customer feedback into program operations. The PWS specifically requires the contractor's QC system to address inspections, discrepancy correction, root-cause analysis, trend analysis, continuous improvement, and customer feedback.
Documentation, Deliverables, and Reporting
- Ensure accurate and timely preparation and submission of all contractually required reports and deliverables.
- Prepare and/or oversee the Monthly Activity Report (MAR) addressing project status, workload/ticket production, problems encountered, resolutions, and issues affecting scope or schedule.
- Maintain required organizational charts, contractor personnel rosters, accountability reports, project documentation, meeting minutes, and other program artifacts.
- Conduct periodic program reviews, including required quarterly reviews, and track resulting actions through closure.
- Provide executive-level program status, performance, staffing, risk, and operational briefings to Government and company leadership.
Qualifications
- Bachelor's degree in Information Technology, Computer Science, Engineering, Business Management, Program Management, or a related discipline.
- Minimum of 8-10 years of progressively responsible experience managing enterprise IT operations, network operations, systems engineering, telecommunications, cybersecurity, or DoD IT support programs.
- Minimum of 5 years of experience leading multidisciplinary technical teams in complex enterprise IT environments.
- Demonstrated experience managing Government contracts and serving as a primary interface with KO/COR and senior Government stakeholders.
- Experience managing staffing, recruiting, employee performance, workforce planning, subcontractors, and technical resources.
- Strong understanding of enterprise network operations, systems administration, IT infrastructure, IT service management, cybersecurity, and configuration/change management.
- Experience managing performance metrics, service levels, corrective actions, risk, and contract deliverables.
- Experience with Army/DoD ticketing and ITSM environments such as Remedy and AESMP.
- Excellent leadership, organizational, written communication, presentation, and customer-management skills.
Preferred Qualifications:
- Project Management Professional (PMP) certification.
- ITIL Foundation or higher certification; the PWS requires contractor employees, unless otherwise specified, to receive ITIL Foundation training within 180 days of assignment.
- Previous experience managing an Army NEC, RNEC, LNEC, or comparable DoD enterprise IT program.
- Experience supporting Army enterprise network environments involving NIPRNET/SIPRNET, LAN/WAN, Cisco infrastructure, VMware, Active Directory, PKI, VoIP, data centers, storage, and enterprise service management.
- Working knowledge of DoD/Army cybersecurity requirements, including RMF, eMASS, DISA STIGs, ACAS, SCAP, and vulnerability management.
- Experience managing geographically dispersed technical teams and multiple supported organizations.
Security Clearance:
- Active Secret security clearance required / Top Secret clearance preferred
